Minister of Communication and Digital Meutya Hafid has clarified that the Government Regulation Number 17 of 2025 on the Governance of Electronic Systems in Child Protection (PP Tunas) is designed to safeguard children's data privacy, which is currently scattered across various social media platforms. She highlighted concerns over the exploitation of children's data for monetisation purposes and the fact that children often lack awareness about sharing personal information online. In response, platforms like X, Bigo Live, and Roblox are adjusting their age restrictions and policies ahead of the regulation's implementation on 28 March 2026, aiming to enhance child safety in digital spaces.

JAKARTA, KOMPAS.com - Minister of Communication and Digital
(Menkomdigi) Meutya Hafid has emphasised that Government Regulation
Number 17 of 2025 on the Governance of Electronic Systems in Child
Protection (PP Tunas) was created to protect children’s data
privacy.

“This regulation was indeed introduced to protect children’s data
privacy. Children’s data privacy is currently scattered across various
social media platforms,” Meutya stated during a press conference at the
Komdigi Office in Jakarta on Friday (27/3/2026).

Meutya explained that children are not yet aware of which data should
be shared or withheld.

“We also suspect, based on numerous studies and legal cases in other
countries, that children’s data is being exploited for monetisation
purposes,” she added.

Meutya stressed that the government must take action because
children’s data is widely dispersed on social media.

“There is a statement that perhaps social media knows children better
than their parents because the data is so scattered on social media,”
Meutya continued.

It is known that PP Tunas will be implemented tomorrow, Saturday
(28/3/2026).

The X app and Bigo Live are making several changes to their in-app
rules.

“Platform X has announced a change in the minimum age limit to 16
years, which was done well in advance on 17 March 2026, as stated on the
help centre page,” she continued.

Meanwhile, Bigo Live has raised the age limit to 18 and above.

“Bigo Live has adjusted the age limit to 18+ in the user agreement or
user content, as well as the privacy and security policy, and has
submitted a request to update the age restriction to the App Store or
app store,” Meutya added.

Roblox is arranging for users under 13 years old to still use the
app, but only offline.
",
