        "content": "<p>Jakarta (ANTARA) \u2013 Firman Kurniawan, a cultural observer and digital\ncommunication expert from the University of Indonesia, has stated that\npublic education in the form of digital literacy must continue to be\nstrengthened by the government for Government Regulation number 17 of\n2025 on the Protection of Electronic System Management in Child\nProtection (PP Tunas) to be effective.<\/p>\n<p>When contacted by Antara in Jakarta on Tuesday, Firman said that\nwhilst the arrival of PP Tunas as a legal framework merits appreciation,\nthe government still needs to provide intensive education to the public\nto increase public awareness about child protection in digital\nspaces.<\/p>\n<p>\u201cPublic education has two main aspects. First, education so that the\npublic can maintain digital spaces by producing healthy content that\ndoes not endanger children\u2019s mental development,\u201d said the lecturer in\nCommunication Studies at the Faculty of Social and Political Sciences\n(FISIP) at the University of Indonesia.<\/p>\n<p>Another matter requiring attention is education for parents so they\nare able to teach their children about the dangers and warning signs of\ndigital spaces, as digital spaces are an unlimited gateway.<\/p>\n<p>According to him, the arrival of PP Tunas represents an opportune\nmoment for the government to make digital literacy programmes massive\nagain as part of this public education effort.<\/p>\n<p>Firman believes that the digital literacy pillars already established\nby the government \u2013 namely digital competence, digital security, digital\nculture, and digital ethics \u2013 must also be continuously updated in the\nliteracy programmes to be implemented.<\/p>\n<p>This is because technological development and threats in cyberspace\ncontinue to evolve and become more complex. He cited the example of the\nRoblox digital platform, which was originally created as an\nentertainment medium or children\u2019s game.<\/p>\n<p>However, as the technology has developed, many adult users have\nbecome Roblox creators, and this has ultimately become a security gap\nfor child users.<\/p>\n<p>Learning from this example, the government through digital literacy\nmust update its materials, particularly regarding digital security, to\nremain relevant to what is being taught to the public in accordance with\ncurrent digital space conditions.<\/p>\n<p>PP Tunas originally arrived and was inaugurated by President Prabowo\nSubianto in March 2025. This regulation aims to regulate the governance\nof digital platforms as electronic system operators (PSE) so they can\nprovide safe services for children.<\/p>\n<p>This regulation is expected to protect Indonesian children from\npotential security threats in digital spaces such as cyberbullying,\ndigital fraud, and exposure to negative content such as pornography.<\/p>\n<p>Most recently, Minister of Communication and Digital Affairs Meutya\nHafid formally issued Ministry of Communication and Digital Affairs\nRegulation number 9 of 2026 as an implementing regulation of PP\nTunas.<\/p>\n<p>The ministry regulation number 9 of 2026 sets out the obligations of\nelectronic system operators to include age restrictions for services or\nfeatures provided by PSE and to conduct self-assessments to determine\nrisk profiles.<\/p>\n<p>There is also an obligation to provide parental monitoring features\nif the electronic system operator requires technology users to have a\ndedicated account.<\/p>",
