        "content": "<p>Developers want to build fewer low-cost homes<\/p>\n<p>JAKARTA (JP): Private developers urged the municipality<br>\nyesterday to reduce the percentage of land they must set aside<br>\nfor low-cost apartments from 20 percent to five percent,<br>\ncouncilors said yesterday.<\/p>\n<p>Saud Rachman and Lukman F. Mokoginta, members of the council&apos;s<br>\nCommission D for development affairs, said the developers, who<br>\nwere members the Jakarta branch of the Indonesian Real Estate<br>\nAssociation, made the request in a meeting with the commission<br>\nyesterday.<\/p>\n<p>&quot;The developers said that they could not afford to build the<br>\ncheap apartments as stipulated in gubernatorial decree No.<br>\n540\/1990,&quot; Saud, of the United Development Party, faction said.<\/p>\n<p>The decree was issued to provide adequate housing for the poor<br>\nand to help eliminate slum areas.<\/p>\n<p>Saud said that in the meeting the developers asked the<br>\ncouncilors to forward their request to administration officials.<\/p>\n<p>&quot;The developers&apos; request to reduce their obligation to only<br>\nfive percent doesn&apos;t make any sense,&quot; Saud said.<\/p>\n<p>He said that of the 114 developers in the city, many failed to<br>\nmeet the obligation.<\/p>\n<p>&quot;This request shows that the developers are not supporting the<br>\nadministration&apos;s program to provide decent housing for street<br>\ndwellers. All they can think of is how to gain profit,&quot; Saud<br>\nsaid.<\/p>\n<p>If the administration approved the request, he feared that the<br>\nadministration&apos;s target to build around 280,000 apartments in the<br>\nnext 10 years could not be reached.<\/p>\n<p>In the last two years the municipality has built only 3,150<br>\nlow-cost apartments a year because of a lack of money. This is<br>\nfar below the demand for cheap apartments, which exceeds 10,500<br>\nhomes a year.<\/p>\n<p>Lukman said the developers promised to submit a written<br>\nproposal regarding the reduction.<\/p>\n<p>&quot;We can&apos;t just accept the developers&apos; proposal and present it<br>\nto the municipality&apos;s officials before analyzing it ourselves,&quot;<br>\nhe said.<\/p>\n<p>&quot;They (developers) said that their calculations were<br>\nrealistic. But, that&apos;s their opinion. We should analyze it first<br>\nbefore making any decision,&quot; Lukman said.<\/p>\n<p>The councilors, he said, supported the gubernatorial decree,<br>\nwhich urged developers to build low-cost apartments.<\/p>\n<p>&quot;We even consider that the decree should be made into a<br>\nprovincial regulation,&quot; Lukman said.<\/p>\n<p>Data from the city housing agency shows that annual demand for<br>\nhousing in Jakarta exceeds 70,000 homes.<\/p>\n<p>Due to a land shortage, housing officials say 30 percent -- or<br>\nabout 23,000 homes -- should be in the form of vertical housing.<\/p>\n<p>Several low-cost apartments have already been built in Tebet,<br>\nSouth Jakarta, Bendungan Hilir in Central Jakarta and Penjaringan<br>\nin West Jakarta.<\/p>\n<p>So far, 50 percent of vertical housing is provided by private<br>\ndevelopers, but most of this is for middle and upper-income<br>\ngroups.<\/p>\n<p>The city has so far built 12,356 units of low-cost apartments<br>\nfor slum area residents.
