Developers to transform Pademangan slums<\/p>\n
JAKARTA (JP): The city will cooperate with a state-owned
\ndevelopment board to convert a slum area in Pademangan, North
\nJakarta, into a business, shopping and housing complex, an
\nofficial said.<\/p>\n
The 190-hectare project is expected to be completed in five
\nyears, but the starting date has not yet been set.<\/p>\n
Prawoto S. Danoemihardjo, assistant to the secretary of
\ndevelopment affairs, said yesterday that as well as the Kemayoran
\nNew Township Authority, other developers were invited to
\nparticipate.<\/p>\n
The authority answers to the State Secretariat and is in
\ncharge of converting the area around the former Kemayoran airport
\ninto a commercial and residential area.<\/p>\n
In response to questions about why the city agreed to work
\nwith the authority while the Kemayoran project has continuing
\nproblems with land disputes, Prawoto said if the authority lacked
\nfunds, for land compensation, it could work with private
\ndevelopers.<\/p>\n
Meanwhile Deputy Governor for Economic and Development
\nAffairs, Tb. M. Rais declined to offer reasons for involving the
\nauthority in the Pademangan project.<\/p>\n
The Kemayoran project began in 1990 and has affected 5,000
\nfamilies. Many land disputes are still dragging on although
\nseveral have been settled.<\/p>\n
Prawoto said cooperation between the authority and private
\ndevelopers would not affect the position of the city-owned
\ndeveloper company PD Sarana Jaya, appointed in charge of the
\nproject.<\/p>\n
Prawoto said the Pademangan project was in line with the
\ncity's efforts to renovate Jakarta.<\/p>\n
\"The project is still waiting for the Governor's written
\napproval,\" Prawoto said.<\/p>\n
In the cooperation Sarana Jaya would work with developers in
\nland appropriation and form a joint venture to develop the
\nproject, he said.<\/p>\n
Prawoto said in the long term, the project was expected to
\ncomplement the Waterfront City Project in North Jakarta.<\/p>\n
Deputy Rais said the city was still taking an inventory of
\nresidents and property ownership in the area.<\/p>\n
\"The process is expected to finish this year,\" Rais said.<\/p>\n
He said the Pademangan complex would integrate middle and
\nworking class accommodation so residents could conveniently get
\nto work and shops.<\/p>\n
\"The residents do not have to move out of the area because of
\nthe project, they can resettle in low-cost apartments,\" Rais
\nsaid.<\/p>\n
Most buildings in the area are semi-permanent, and prone to
\nflooding and sea water intrusion. The land is state-owned, Rais
\nsaid.<\/p>\n
Sarana Jaya estimated the company would spend Rp 1.25 trillion
\n(US$530 billion) on the land.<\/p>\n
The management said the planned housing complex in Pademangan
\nin the eastern and western parts of the slum area, would
\naccommodate 18,515 families on more than 1.8 million square
\nmeters.<\/p>\n
A shopping center would be built on 1,059,058 square meters.
\n\"The shopping center will not just cater to residents in
\nPademangan, but also from the nearby neighborhoods,\" Prawoto
\nsaid.<\/p>\n
Office buildings and hotels are planned on 5.5 million square
\nmeters.<\/p>\n
Sarana Jaya is considered to have successfully developed
\nseveral housing estates here with the \"estate management\"
\nconcept. This means involving private developers with different
