Developers responsible for fatal accidents: Experts<\/p>\n

Experts are blaming indiscipline and inadequate safety measures
\nfor two separate accidents that killed four workers and injured
\nnine at a construction site in Kelapa Gading, North Jakarta, on
\nThursday.<\/p>\n
The two accidents occurred at the construction site of the
\nGading Mediterania apartments.<\/p>\n
\"Two fatal accidents in one day could only be due to
\nnegligence and inadequate safety measures at the site,\" Syukri
\nSahab, chairman of the Indonesian Occupational Safety and Health
\nInstitute, told The Jakarta Post on Friday.<\/p>\n
He said all accidents were avoidable because every job had a
\nstandard operational procedure and therefore the developer should
\nhave trained its workers accordingly.<\/p>\n
Workers in the city mostly come from rural areas and the most
\nbuilding experience they would have is in building two-story
\nhouses and would therefore know nothing about the safety measures
\nfor working on a 14-story building like the Gading Mediterania,
\nhe said.<\/p>\n
\"It is the developer who should be held most responsible for
\nsuch accidents,\" he said.<\/p>\n
Marbun, an official at the LK3I private advisory institute
\nthat the government employs, said that according to Law No.
\n1\/1970, the case should be immediately investigated by the
\nmanpower and transmigration ministry and the city administration.<\/p>\n
Furthermore, the case should be publicly disclosed so that
\nother building developers learn from the accidents and prevent a
\nrecurrence of the tragedy, he said.<\/p>\n
However, the accident site was closed to journalists on
\nFriday, and officials on the site refused to comment on the
\nincidents.<\/p>\n
On Friday morning, hundreds of workers gathered at the
\nconstruction site for a selamatan mass prayer in the hope of
\nwarding off further accidents at the site.<\/p>\n
After prayers, some workers performed only minor activities,
\nbut most demanded a day off.<\/p>\n
Two workers at PT Wijaya Karya (Wika) -- Sunaryo, 30, and
\nDedi, 27 -- lost their lives and nine others were injured on
\nThursday after a concrete wall collapsed, setting off a domino
\neffect that caused 11 walls to topple and fall on at least 11
\nlaborers working between them.<\/p>\n
Co-workers immediately took the victims to the Islamic
\nHospital in Cempaka Putih, Central Jakarta. Four of the injured
\nwere allowed to go home the same day, while five others are still
\nin the hospital.<\/p>\n
Of the four who were killed, two lost their lives when the
\nwalls collapsed, while two others, Heri, 21, and Fauzan, 21, fell
\nto their deaths from the second floor after receiving electric
\nshocks.<\/p>\n
Sarwa, the father of Junaedi -- one of the workers who was
\ninjured and suffered a broken leg -- said that PT Wika would take
\ncare of the hospital costs. However, there is no written
\nagreement and no information on whether the developer will
\ncompensate all of the victims.<\/p>",
