Developers denied permit proposal for some violations<\/p>\n
JAKARTA (JP): East Jakarta Mayor Sudarsono has temporarily
\nsuspended various permit proposals from 11 real estate developers
\nin the mayoralty due to violations of a number of regulations.<\/p>\n
The developers are being prevented from acquiring land
\ncertificates, building permits or any other documentation.<\/p>\n
The mayor's decree dated April 18 states that the violations
\nvary from not fulfilling the requirement to provide public
\nfacilities to exchanging permits on land use (SIPPT).<\/p>\n
The 11 developers are PT Bangun Indah Sakti, PT Aneka Elok, PT
\nInti Utama Dharma, PT Asmawi Agung Corporation, PT Central Bumi
\nIndah, PT Gubah Nusa Semesta, PT Altan Karsa Prisma, PT Bina
\nKarnada, PT Nusa Persada and PT Billy & Moon and the state-owned
\nPerumnas at Perumahan Malaka Asri.<\/p>\n
Sources at the City Hall said yesterday public facilities at
\nthe first five estates are worth some Rp 214 billion (US$102
\nmillion). According to the city regulations, developers have to
\nset aside 20 percent of their acreage for public facilities.<\/p>\n
The company's specific violations read like a litany of greed.<\/p>\n
PT Utama Dharma promised to provide public schools but did
\nnot, while PT Asmawi Agung originally provided a plot for public
\nfacilities, but later turned it into a shopping arcade.<\/p>\n
PT Aneka Elok had proposed to build simple houses for workers,
\nbut ended up creating a luxury housing complex.<\/p>\n

PT Central Bumi Indah obtained two land use permits illegally
\nand PT Nusa Persada also illegally bought a permit for its Malaka
\nCountry estate from Perumnas. Land use permits are by law non-
\ntransferable.<\/p>\n
State-owned Perumnas' violation is that it has built 242
\nhouses without building permits. No details were given on the
\nviolations of the other developers.<\/p>\n
The City Council yesterday voiced their support for the
\nmayor's stand.<\/p>\n
Sjarifuddin Siregar Pahu of the United Development Party
\npraised the action as courageous amid growing public speculation
\non the collusion between bureaucrats and entrepreneurs.<\/p>\n
\"I totally support the mayor's action... they should be given
\ntighter punishments. If necessary, we bring them to court,\" he
\ntold reporters.<\/p>\n
He suggested that those developers might have committed
\nmanipulation in order to gain the personal profits.<\/p>\n
Meanwhile Arie Putra Bintana of Golkar also supported the
\nmayor's move, saying if necessary the mayoralty will get tough
\nwith naughty developers.<\/p>\n
