Developers asked to build sewerage systems<\/p>\n
JAKARTA (JP): A councilor has urged the city administration to
\nlist sewerage systems as one of the public facilities that
\nhousing developers must establish.<\/p>\n
Hasan Dasy, a member of the City Council's Commission B which
\noversees economic affairs, told reporters on Thursday that
\ndevelopers should include sewerage systems in the public and
\nsocial facilities that they are required to build in the
\ndevelopment of housing complexes.<\/p>\n
\"It would be good if the city administration included sewerage
\nsystems as one of the facilities to be built by developers and
\nput this requirement in the land appropriation permit,\" Dasy
\nsaid, adding that the city administration should penalize
\ndevelopers who fail to build a system.<\/p>\n
Head of the City Environment Office Aboejoewono A. agreed with
\nthe proposal.<\/p>\n
\"I think the proposal is good because the system is very
\nimportant as an effort to decrease the level of river pollution
\nfrom household effluent,\" Aboejoewono told reporters yesterday.<\/p>\n
He said generally people are satisfied that developers provide
\nseptic tanks rather than sewerage systems because they believed
\nthat septic tanks are enough to hold household effluent.<\/p>\n
\"Actually septic tanks have created problems, such as the
\nfluid and mud which can affect ground water,\" Aboejoewono said.<\/p>\n
He also said that the development of a sewerage system in the
\ncity is part of a social process in reminding Jakartans of the
\nimportance of helping keep rivers clean.<\/p>\n
The city has taken various measures to keep rivers in the
\ncity, such as Ciliwung, Cipinang and Moekervart, clean. One of
\nthe measures is to erect fences along the river banks so people
\ncan not throw the garbage or other waste into the rivers.<\/p>\n
However, Aboejoewono, cited several factors which could hamper
\nefforts in promoting a sewerage system, such as funds. Certain
\nproblems could also affect the price of houses offered by
\ndevelopers.<\/p>\n
Although his office has never gauged the level of pollution
\ncaused by household effluent, Aboejoewono said that it is one of
\nthe wastes which can damage rivers in the city.<\/p>\n
The city administration has been implementing a clean river
\nprogram, called prokasih, since 1989 and the program has
\nsuccessfully registered 417 companies which signed an agreement
\nrequiring them to provide waste treatment plants in their
