        "content": "<p>Developer, residents agree<\/p>\n<p>JAKARTA (JP): Residents involved in a land appropriation<br>\ndispute in the Kebun Kosong and Gunung Sahari subdistricts of<br>\nCentral Jakarta agreed yesterday to move into a low-cost<br>\napartment block to be built in their area, according to a city<br>\ncouncillor.<\/p>\n<p>H.M. Aman, chairman of the City Council's Commission A, which<br>\nis responsible for government affairs, said that the agreement<br>\nhad been reached in a meeting between representatives of the<br>\nKemayoran Area Development Board and residents' representatives.<\/p>\n<p>The compensation rate offered by the developer had been<br>\nrejected by the residents who claimed that it is too small. In<br>\nthe wake of yesterday's agreement, further discussions regarding<br>\nthe level of compensation to be granted to the residents has been<br>\npostponed to a later date, Aman told The Jakarta Post by<br>\ntelephone.<\/p>\n<p>The decision to hold the meeting with the residents was made<br>\nin response to a request from the councillors because the board<br>\nhad so far held negotiations only with chiefs of the<br>\nsubdistricts. Those discussions had been concerned with evicting<br>\nthe residents. According to the existing regulations, residents<br>\nmust be consulted in the setting of compensation rates in cases<br>\nof land appropriation.<\/p>\n<p>Yesterday's meeting was attended by 50 residents and Hindro T.<br>\nSoemardjan, a representative of the Kemayoran board. The meeting<br>\nwas observed by Aman and H.M. Ade Surapriatna, a Commission A<br>\nmember.<\/p>\n<p>Aman said that both sides had agreed that the compensation<br>\neventually paid to the residents could be used as a downpayment<br>\non the purchase of the housing units.<\/p>\n<p>During the meeting Hindro said that, instead of paying Rp<br>\n300,000 (US$136.36) per month in installments on the apartments,<br>\nthe residents will be allowed to pay Rp 72,000. The balance is to<br>\ncovered by a government subsidy.<\/p>\n<p>\"I really hope that everything the Kemayoran Area Development<br>\nBoard said to the residents during the dialog will materialize<br>\nand is not just promises,\" Ade said.<\/p>\n<p>\"They have to keep their promises to the residents, otherwise<br>\nthe residents will sue the board's representatives,\" Ade added.<\/p>\n<p>Recently, residents of the subdistricts filed a complaint with<br>\nthe city council alleging unfair compensation. They demanded that<br>\nthe board consult with the residents in setting the rate.<\/p>\n<p>The board said that the residents would receive compensation<br>\nin the amount of 25 percent of the market price of the land, on<br>\nthe basis that the land they were occupying belongs to the<br>\ngovernment. That would have meant that the residents would have<br>\nreceived between Rp 300,000 (US$ 136.36) and Rp 700,000 per<br>\nsquare meter of land.<\/p>\n<p>The offer, however, was turned down by the residents who<br>\ninsisted that the compensation paid be based on market prices.<br>\n(31)<\/p>",
