        "content": "<p>Developer has yet to build low-cost housing project<\/p>\n<p>JAKARTA (JP): The developer of the Pantai Indah Kapuk<br>\nwaterfront estate in North Jakarta has yet to build the low-cost<br>\napartments it promised to construct, a press report said<br>\nSaturday.<\/p>\n<p>The developer, PT Mandara Permai, has just begun the<br>\ndevelopment of 60 five-story apartment blocks which are to have<br>\nthe capacity to accommodate 1,920 families.<\/p>\n<p>The late development of the low-cost apartments was revealed<br>\nduring a visit to the site by chief of the North Jakarta<br>\npopulation affairs agency Dadang Ruskandar over the weekend.<\/p>\n<p>PT Mandara Permai's general manager Hadi Setiady conceded that<br>\nthe developer has only began the development of the first two<br>\nblocks.<\/p>\n<p>However, Hadi promised that the whole apartment project would<br>\nbe completed in three years.<\/p>\n<p>\"We even plan to build 10-story apartments provided with<br>\nescalators as suggested by the city administration,\" he said as<br>\nquoted by Antara.<\/p>\n<p>The development of the waterfront housing estate moved into<br>\nthe spotlight after the developer allegedly reclaimed extensive<br>\nswamps in such a way as to cause serious flooding of the highway<br>\nleading to the Soekarno-Hatta Airport.<\/p>\n<p>The city administration has required the developer to use the<br>\n\"1:3:6\" formula; building three medium-cost and six low-cost<br>\nresidences for each luxurious residence it builds. The<br>\nadministration believes the requirement will be an effective way<br>\nof ensuring that people of all social standings live in the area,<br>\nso that it does not become an exclusive enclave which could give<br>\nrise to social envy.<\/p>\n<p>So far, the developer has built 600 upmarket and middle-class<br>\nhouses, about 500 of which have been sold.<\/p>\n<p>Hadi said that, since the flats would be built in formerly<br>\nswampy areas, safety would be the top consideration in their<br>\nconstruction.<\/p>\n<p>\"We need the most appropriate technology,\" he said.
