        "content": "<p>Developer blamed in Manila landslide<\/p>\n<p>MANILA (Reuters): A Philippine government investigation into a<br>\nlandslide in a Manila housing estate which killed at least 48<br>\npeople said on Monday that the developer of the project was aware<br>\nthat the ground was unstable.<\/p>\n<p>It said also the government&apos;s regulatory bodies which cleared<br>\nthe construction of the Cherry Hills estate could have required<br>\ngreater safeguards but did not.<\/p>\n<p>Elsewhere, relief officials said at least nine people were<br>\nkilled in the weekend collapse of a half-constructed building in<br>\nthe central Philippine city of Cebu. At least five people are<br>\nmissing and eight others were injured. All the victims were<br>\nconstruction workers.<\/p>\n<p>The Cherry Hills disaster report laid the blame both on the<br>\ndeveloper and government agencies.<\/p>",
