Deputy speakers installed, with two from Golkar<\/p>\n
JAKARTA (JP): Three deputy City Council speakers were
\nofficially installed yesterday with Golkar having two deputy
\nspeaker seats for the first time ever.<\/p>\n
The deputy speakers will serve under new speaker Brig. Gen.
\nEdy Waluyo of the Armed Forces faction, who was also installed
\nyesterday, for the 1997-2002 office term.<\/p>\n
The new deputy speakers were Sugeng Suprijatna and Ade
\nSurapriatna of Golkar and Rusydi Hamka of the United Development
\nParty (PPP). Chief of Jakarta High Court Soegiarto swore them in
\non behalf of Chief Justice Sarwata.<\/p>\n
The decision to have two deputy speakers from Golkar was made
\nin the same morning as Tuesday's plenary session to elect the
\ncouncil speaker and deputy speakers. A day before the session,
\nthree of the council's four factions opposed Golkar's proposal to
\nhave two deputy speakers.<\/p>\n
The three factions earlier proposed to drop the number of
\ndeputy speakers from three to two because the Indonesia
\nDemocratic Party (PDI) was underrepresented.<\/p>\n
There were rumors that Governor Surjadi Soedirdja and Jakarta
\nMilitary Commander Maj. Gen. Sutiyoso preferred Golkar councilor
\nSoeparmo as one of the deputy speakers. Soeparmo is now head of
\nthe city's agency in charge of elementary education and
\nrepresents Central Jakarta in the new council.<\/p>\n
Attending yesterday's session was Governor Surjadi Soedirdja,
\nformer council speaker M.H. Ritonga, chairman of Golkar's city
\nchapter Tadjus Sobirin and President Soeharto's son Bambang
\nTrihatmodjo.<\/p>\n
After his installation, Edy said he would study all city
\nproblems and the need for new regulations.<\/p>\n
The new councilors will have to nominate candidates for
\nJakarta's next governor, approve the revised 1997\/2010 city
\nplanning and adjust current regulations with newly issued laws,
\nsuch as on local taxes and fees.<\/p>\n
When asked whether council regulations should be changed to
\naccommodate underrepresented PDI, Edy only said he would have to
\nstudy the regulations.<\/p>\n
According to current rules, a faction with less than five
\nmembers can only have representation at plenary meetings, and
\ncannot join other functions such as commission meetings.<\/p>\n
PDI only has one representative, Jakarta chairman Lukman F.
\nMokoginta, following election results in which PDI only got 1.79
\npercent of 6.7 million votes in Jakarta.<\/p>\n
\"The decision (to change internal regulations) will depend on
\nother councilors,\" Edy said.<\/p>\n
He also promised to promote openness to the underclass --
\n\"Openness will ensure that all people will have access to the
\nright information,\" Edy said.<\/p>\n
Addressing the new deputy speakers, Governor Surjadi Soedirdja
\nsaid Jakartans have become more critical, and have more courage
\nto express their opinions.<\/p>\n
\"The changes...are a natural process with the transformation
\nof values and development progress,\" Surjadi said.<\/p>\n
Changes, he said, were due to better political awareness and
\neducation.<\/p>\n
\"Another important factor is the current political
\nenvironment, which has allowed people to freely voice their
\nopinions, attitudes and political aspirations to the government,\"
\nSurjadi said.<\/p>\n
The City Council is scheduled to select six provincial
\nrepresentatives for the People's Consultative Assembly on Monday.<\/p>\n
The council will then determine commission chairmen, members
\nand advisors and budget committee membership before starting to
\nscreen candidates for Jakarta's next governor. (ste)<\/p>",
