        "content": "<p>The Indonesian Ulema Council (MUI) is currently drafting an academic\npaper and a Bill on Criminalising Lesbian, Gay, Bisexual, and\nTransgender (LGBT) behaviour. Deputy Speaker of the House of\nRepresentatives (DPR) Saan Mustopa has confirmed the DPR will be open to\naccommodating these aspirations. \u201cAs a form of public aspiration, in\nthis case from the MUI, we will certainly look at the results of the\ndraft proposed by the MUI,\u201d Saan told reporters on Tuesday (30\/6\/2026).\nThe NasDem Party deputy chairman said the MUI\u2019s proposed bill would be\nsubmitted to the DPR as the legislative body. Once the proposal is\nreceived, Saan added, the DPR will review it. \u201cIt will certainly be\nsubmitted to the DPR, and the DPR will definitely review, study, and\nfollow up on it,\u201d Saan said. \u201cIt will be handled by the Legislation\nBody, or the leadership, or the expertise body, the DPR\u2019s Expertise Body\n(BKD) will certainly review the proposal,\u201d he continued. The regulation\nis being prepared by the MUI to be pushed into the National Legislation\nProgramme (Prolegnas) at the DPR. MUI Deputy Chairman KH M Cholil Nafis\nstressed that this legal step was taken because moral appeals are deemed\nno longer effective in stemming the phenomenon of sexual deviancy in\nIndonesia. He said the MUI is declaring war on LGBT behaviour and\ncampaigns. \u201cFor the sake of our love for true humanity, we invite them\nto return to their nature. We have prepared the academic paper and the\ncriminal bill, it is just up to the DPR to discuss and enact it,\u201d said\nKiai Cholil, as reported by detikHikmah on Sunday (28\/6). Kiai Cholil\nhighlighted the shifting behaviour of LGBT groups, which he considers\nincreasingly brazen. If they once tended to hide out of shame, they now\nappear proud and dare to hold same-sex parties openly in public spaces.\nIronically, members of the public who reprimand such actions are often\nlabelled intolerant. \u201cThis is already misguided,\u201d said the Head of the\nCendekia Amanah Islamic Boarding School in Depok. Therefore, the MUI\nbelieves that appeals are not enough. Binding legislation that can be\nstrictly enforced is now necessary.<\/p>",
