        "content": "<p>Deputy Minister of Agrarian Affairs and Spatial Planning\/Deputy Head\nof the National Land Agency (Wamen ATR\/Waka BPN) Ossy Dermawan stated\nthat regional heads have a strategic role in supporting the\nimplementation and resolution of agrarian conflicts. \u201cBecause those who\nbest understand social stability and social dynamics in the region are\nthe regional heads,\u201d Wamen Ossy said in a statement received in Jakarta\non Thursday. According to him, synergy between the Central and regional\ngovernments is a crucial factor in realising effective land and spatial\nplanning administration. Ossy noted that the authority of regional\ngovernments in land and spatial planning aspects is also stipulated in\nPresidential Regulation (Perpres) Number 62 of 2023 concerning the\nAcceleration of Agrarian Reform Implementation. Wamen Ossy explained\nthat regional leaders, from governors to regents and mayors, serve as\nChairpersons of the Agrarian Reform Task Force (GTRA) in their\nrespective areas. Through the GTRA forum, regional governments can\ncoordinate various parties to accelerate the resolution of agrarian\nconflicts. This step is considered capable of encouraging more effective\nimplementation of Agrarian Reform in the regions. \u201cRegional heads are\nthe orchestrators for resolving land issues, conflicts, and disputes,\nwhich of course involves all stakeholders,\u201d he said during a meeting\nwith the agenda of Supervision of Governors as Representatives of the\nCentral Government (GWPP) in the regions, specifically in carrying out\nNational Priority Programmes and Programmes in the Land and Spatial\nPlanning Sector in the Riau Islands Province. Meanwhile, Chairman of\nCommission II of the Indonesian House of Representatives (DPR RI), M\nRifqinizamy Karsayuda, stressed that synergy between the central and\nregional governments must go hand in hand. He explained that there are\ntwo roles of governors stipulated by Law Number 23 of 2014, namely as\nautonomous regional heads and as representatives of the central\ngovernment in the regions. Therefore, Commission II of the DPR RI wants\nto ensure that these two functions can run effectively so that\ncoordination between the central government, regional governments, and\nvertical agencies, including in the administration of land and spatial\nplanning affairs, becomes more optimal. \u201cWe want to ensure whether the\ngovernor\u2019s role as the central government\u2019s representative in the region\nin overseeing national priority programmes is running or not.
