        "content": "<p>Deputy Minister of Home Affairs (Wamendagri) Akhmad Wiyagus has\nstressed that the Regional Revenue and Expenditure Budget (APBD) must\nserve as an instrument for resolving community welfare issues, not\nmerely as an annual financial planning document. \u201cEvery budget\nallocation in the APBD must have a clear target, a measure of success,\nand its impact must be felt directly by the community. The APBD is not\njust a shopping list, but an instrument for the state to be present in\nthe midst of society and solve existing problems,\u201d said Wiyagus at the\nRegional Coordination Meeting (Rakorwil) of the Association of\nIndonesian Regency DPRDs (ADKASI) for Kalimantan in Banjarmasin, South\nKalimantan, on Thursday. He therefore emphasised that APBD management\nmust be directed towards answering community needs through targeted\nprogrammes, as the success of a budget is not only seen from the amount\nof realised spending, but from the benefits generated for the public. On\nthat occasion, Wiyagus assessed that the DPRD has a strategic role in\nensuring that the APBD drafted by the local government truly becomes a\ndevelopment instrument that does not stop at discussion and approval,\nbut also through oversight. He revealed that based on data from the\nDirectorate General of Fiscal Balance at the Ministry of Finance,\nregional revenue in the national APBD for 2026 reached approximately IDR\n1,189 trillion, while the projected regional expenditure was IDR 1,253\ntrillion. However, he noted that capital expenditure realisation as of\nJune 2026 was only around 12.64 percent, which should be a concern for\nlocal governments to prevent programme delays. He asserted that the\nacceleration of budget realisation must still proceed with the\nprinciples of prudence and accountability, and that budget efficiency\ndoes not mean reducing services to the community, but rather directing\nspending towards programmes with a greater impact. \u201cWe hope that local\ngovernments together with the DPRD can ensure the APBD becomes a\nproductive development instrument so that the benefits of the budget can\nbe immediately felt by the community through increasingly high-quality\npublic services,\u201d said Wiyagus.<\/p>",
