Deputy Minister of Agrarian Affairs and Spatial Planning\/National\nLand Agency (ATR\/BPN) Ossy Dermawan has stated that the Draft Law (RUU)\non Land Administration represents the government\u2019s effort to realise an\nimproved land system. \u201cThis is our collective effort to ensure that\nIndonesia\u2019s land administration system will be better in the present and\nthe future,\u201d Ossy said in Jakarta on Monday.<\/p>\n
The Ministry of ATR\/BPN held a Focus Group Discussion (FGD) on Land\nPolicy Evaluation to strengthen the material and substance of the\ndrafting of the Land Administration Bill. The forum brought in\nCommission II of the House of Representatives of the Republic of\nIndonesia (DPR RI) as a strategic partner in the legislative process to\nprovide input, views and reinforcement of the substance regulated in the\nbill.<\/p>\n
Deputy Minister Ossy said that through this forum, the regulation\nthat will eventually be enacted is targeted to be more comprehensive,\nadaptive and capable of answering the challenges of land administration\nimplementation in Indonesia. \u201cGood regulation must be born from\ndialogue, from various thoughts, inputs and views, academic studies, and\nperspectives that we can obtain from various parties, including of\ncourse from the Leaders and Members of Commission II of the DPR RI,\u201d he\nsaid.<\/p>\n
Meanwhile, Chairman of Commission II of the DPR RI, M. Rifqinizamy\nKarsayuda, welcomed the initiative of the Ministry of ATR\/BPN in pushing\nforward the drafting of the Land Administration Bill. According to him,\nthe regulation can resolve various fundamental issues that have also\nbeen a concern of Commission II of the DPR RI. He revealed that there\nare at least three issues frequently complained about by the public\nregarding land affairs: first, the issue of overlap between other use\nareas (APL) and forest areas. Second, the complexity of managing various\ntypes of assets located within APL areas, and third, the need for\nsynchronisation and harmonisation of spatial data mismatches,\noverlapping authority, and duplication of requirements in spatial\nplanning and investment licensing in Indonesia. \u201cHopefully, with the\nfuture Land Administration Law, we can resolve these issues,\u201d he\nsaid.<\/p>\n
Previously, the Ministry of Agrarian Affairs and Spatial\nPlanning\/National Land Agency (ATR\/BPN) held a Kick Off Meeting for the\nPreparation of the Action Plan for the Draft Law on Land Administration\nin January 2026. The activity, which took place at the Ministry of\nATR\/BPN in Jakarta, is a follow-up to the Land Administration Bill that\nwas decided upon in the level I plenary meeting of the House of\nRepresentatives of the Republic of Indonesia (DPR RI), as an effort to\nencourage the resolution of various issues in the land sector. The most\nmacro aspect of drafting this law is certainly to realise a land\nadministration system that is orderly, transparent, accountable and\nintegrated, while possessing legal certainty and serving as a national\nlegal umbrella for all land management.
