        "content": "<p>Violence claiming the life of a child has once again shocked the\nIndonesian public. This time, the tragic incident occurred in Tual,\nMaluku.<\/p>\n<p>Deputy Minister for Human Rights (Wamen HAM) Mugiyanto has affirmed\nthat the actions of a mobile brigade (Brimob) officer who allegedly\nassaulted a child to death constitute a serious violation of the Human\nRights Act.<\/p>\n<p>In a statement confirmed in Jakarta on Sunday, Mugiyanto expressed\ndeep sorrow over the incident. He deplored that fatal violence involving\nlaw enforcement officers continues to occur.<\/p>\n<p>\u201cWhat the Brimob officer did constitutes a serious act of assault and\na violation of the Human Rights Act and the Convention Against Torture,\nwhich we ratified in 1998,\u201d he said, as quoted by Antara.<\/p>\n<p>Mugiyanto referred to Law Number 39 of 1999 on Human Rights, which\naffirms the protection of the right to life and freedom from torture for\nevery citizen. He also cited Indonesia\u2019s ratification of the Convention\nAgainst Torture as a state commitment to preventing acts of violence by\nauthorities.<\/p>\n<p>The Ministry of Human Rights, he continued, urges that the\ninvestigation be conducted transparently and thoroughly. His office will\ndirectly monitor developments in the case.<\/p>\n<p>\u201cIf proven guilty, the perpetrator must be brought to trial with firm\nand fair sentencing,\u201d he said.<\/p>\n<p>Beyond legal proceedings against the perpetrator, the Ministry of\nHuman Rights also emphasised the importance of recovery for the victim\nand their family. The state, according to Mugiyanto, has an obligation\nto ensure the family receives the right to justice and recovery.<\/p>\n<p>\u201cThe victim\u2019s family must also receive the right to recovery from the\nperpetrator,\u201d he said.<\/p>\n<p>He added that this incident serves as a reminder for the police\ninstitution to continue carrying out internal reforms. Reform, he\nargued, must not stop at slogans.<\/p>\n<p>\u201cThe National Police\u2019s motto of serving and protecting the public\nmust be proven through real action, not merely jargon written on the\nwalls of police stations,\u201d he stressed.<\/p>\n<p><strong>Brimob officer named suspect<\/strong><\/p>\n<p>Meanwhile, the Tual District Police have named a Brimob officer with\nthe initials MS as a suspect in the alleged assault that killed a child\nwith the initials AT (14), a madrasah tsanawiyah (Islamic junior\nsecondary school) student.<\/p>\n<p>Tual Police Chief AKBP Whansi Des Asmoro stated that the preliminary\ninvestigation has been elevated to a full investigation.<\/p>\n<p>\u201cThe preliminary inquiry has now been upgraded to a formal\ninvestigation, and the status of Bripda MS has changed from reported\nperson to suspect,\u201d he said when contacted from Ambon on Saturday (21\nFebruary).<\/p>\n<p>The incident began when a Brimob patrol was conducting a security\noperation using a tactical vehicle in the Tual City and Southeast Maluku\nRegency areas in the early hours of Thursday (19 February). The initial\npatrol was in the Mangga Dua Complex, Langgur, until approximately 02:00\nEastern Indonesian Time (WIT), before moving to Fiditan Village after\nreceiving a report of an alleged assault near Tete Pancing.<\/p>\n<p>At the location, Bripda MS and several officers alighted to provide\nsecurity. Approximately 10 minutes later, two motorcycles sped from the\ndirection of Ngadi towards Tete Pancing. Bripda MS reportedly swung a\ntactical helmet as a signal. However, the helmet struck AT\u2019s right\ntemple, causing the victim to fall from his motorcycle face down.<\/p>\n<p>The victim was rushed to Karel Sadsuitubun Regional General Hospital\nin Langgur for medical treatment. However, at 13:00 WIT, AT was\npronounced dead.<\/p>\n<p>For his actions, the suspect has been charged under Article 76C in\nconjunction with Article 80 paragraph (3) of Law Number 35 of 2014 on\nChild Protection, carrying a maximum sentence of 15 years\u2019 imprisonment.\nHe has also been charged under Article 466 of Law Number 1 of 2023 on\nthe Criminal Code relating to assault resulting in death, carrying a\nmaximum sentence of seven years\u2019 imprisonment.<\/p>",
