        "content": "<p>The role of Regional People\u2019s Representative Councils (DPRDs) across\nIndonesia has once again come under the spotlight in efforts to drive\nbureaucratic transformation at the local level. These regional\nlegislative bodies are seen as needing to be actively involved to ensure\nthat governance reforms run effectively and have a real impact on\nsociety.<\/p>\n<p>This was conveyed by Deputy Minister of Home Affairs Bima Arya\nSugiarto during a presentation at the Advanced Leadership Course for\nRegional DPRD Chairmen from across Indonesia at the Military Academy on\nThursday (16\/4).<\/p>\n<p>In his presentation, Bima highlighted ongoing challenges in local\nbureaucracies that are not yet fully adaptive to change. This situation\nhas the potential to hinder the effectiveness of development programmes,\neven with changes in regional leadership.<\/p>\n<p>\u201cElected and appointed leaders come and go, but the bureaucracy\nremains in place,\u201d he stated.<\/p>\n<p>In response to these challenges, the government is promoting the\nadoption of the statecraft concept as a new approach to government\nmanagement. This concept demands that civil servants work more\nintelligently, skilfully, and reliably in facing increasingly complex\nchallenges.<\/p>\n<p>Furthermore, Bima emphasised that various priority programmes of\nPresident Prabowo Subianto need to be seriously monitored at the local\nlevel to truly deliver real impacts for society.<\/p>\n<p>According to Bima, the success of these programmes heavily depends on\nsynergy between local governments and DPRDs.<\/p>\n<p>In his view, national priority programmes must not only be\nimplemented but also ensured to stimulate the local economy, create\njobs, and enhance public welfare if managed well.<\/p>\n<p>On this occasion, Bima affirmed that DPRDs have a strategic role in\nensuring that bureaucratic transformation and programme implementation\nrun effectively.
