        "content": "<p>Deputy Minister of Law Edward Omar Sharif Hiariej believes that\nreform of the advocate profession must be directed towards strengthening\nthe recruitment system, education, and enforcement of the code of ethics\nin order to maintain the dignity of advocates as an \u2018officium nobile\u2019.\nAccording to Eddy, the greatest challenge facing the advocate profession\ntoday lies not in the growing number of advocate organisations, but in\nthe weak mechanism for ethical oversight. \u201cThis \u2018officium nobile\u2019 must\nhave its dignity maintained through a clear recruitment pattern,\neducation system, and, above all, enforcement of the code of ethics,\u201d\nEddy said during a National Seminar titled \u2018A New Direction for\nAdvocates in National Legal Reform\u2019 held by the Indonesian Lawyers Union\n(SPI) in Jakarta on Tuesday. Officium nobile is a Latin term meaning\n\u2018noble profession\u2019. The term generally refers to professions in the\nfield of law enforcement and humanity, such as advocates, notaries, and\njudges, as well as the medical profession (doctors), which demand moral\nresponsibility, integrity, and high dedication to society. Personally,\nhe is of the view that the new regulation being prepared should not only\nbe called the Advocate Law, but rather the Advocate Profession Law so\nthat the regulation of the profession is more comprehensive. According\nto him, a number of provisions in the new Criminal Procedure Code\n(KUHAP) have strengthened the position of advocates as part of a fair\nlegal process mechanism (due process of law). On the same occasion,\nChairman of the Advisory Board of Suara Advokat Indonesia (SAI), Juniver\nGirsang, assessed that the discussion of the Advocate Bill is an\nimportant momentum to reform the advocate profession. According to him,\nthe design of a single bar organisation as stipulated in Law Number 18\nof 2003 is no longer suitable for the current development of the legal\nprofession. Juniver proposed the establishment of a National Advocate\nCouncil as an independent institution tasked with setting professional\neducation standards, conducting advocate examinations, supervising\ncontinuing education, and enforcing the code of ethics. \u201cThe most\nconcerning issue is the crisis of professional ethics. Many advocate\norganisations do not have an effective honour council to supervise their\nmembers,\u201d said Juniver. Support for accelerating the discussion of the\nAdvocate Bill was also conveyed by Deputy Chairman of the Indonesian\nAdvocates Congress, Herman Kadir. According to him, the 2003 Advocate\nLaw needs to be reorganised to be more adaptive to the development of\nthe national legal system. Meanwhile, Chairman of the Indonesian Lawyers\nUnion (SPI), Trimedya Panjaitan, said the seminar was held to\nconsolidate the views of advocate organisations ahead of the discussion\nof the Advocate Bill. \u201cThis is a momentum that must not be lost. All\nadvocate organisations must sit together so that a law is born that is\ncapable of answering the challenges of the advocate profession in the\nfuture,\u201d he said.<\/p>",
