        "content": "<p>Sumedang \u2014 Deputy Minister of Investment and Downstreaming\/Deputy\nHead of BKPM, Todotua Pasaribu, has officially introduced the Fictive\nPositive (FikPos) policy as a new innovation in Indonesia\u2019s business\nlicensing system. FikPos has been implemented on the Risk-Based Online\nSingle Submission (OSS) system since early June 2025, with the aim of\naccelerating business licensing processes and driving regional\ninvestment.<\/p>\n<p>The announcement was made directly by the Deputy Minister during the\nSecond Wave Leadership Orientation for Regional Heads and Deputy\nRegional Heads at the IPDN Campus in Jatinangor, Sumedang Regency, West\nJava.<\/p>\n<p>Fictive Positive is a bureaucratic reform principle in business\nlicensing services, whereby licence applications that have met all\nrequirements and receive no response from the relevant authority within\nthe stipulated service level agreement (SLA) period are deemed legally\napproved. The policy promotes efficiency, transparency and legal\ncertainty in the business licensing process.<\/p>\n<p>\u201cAll licensing is managed on a single OSS platform, and the control\nlies with us. This is the momentum because we also want coordination\nbetween central and regional government to move quickly,\u201d Todotua\nPasaribu affirmed.<\/p>\n<p>In his address, Todotua emphasised that the success of this policy\ndepends heavily on close collaboration between central and regional\ngovernments, particularly through the strategic role of the Regional\nInvestment and One-Stop Integrated Services Agency (DPMPTSP).<\/p>\n<p>\u201cThis forum is one we have personally been looking forward to because\nit provides the momentum for us to meet face to face. Our ministry is\none that will interact extensively with the functions of provincial and\nregency\/city officials,\u201d he explained.<\/p>\n<p>He also encouraged regional heads to actively consult and maintain\nintensive communication with the Ministry of Investment and\nDownstreaming\/BKPM to ensure investment policies and their\nimplementation run effectively.<\/p>\n<p>The FikPos policy is expected to be a game-changer in creating an\ninvestment climate that is welcoming, swift and transparent across\nIndonesia\u2019s regions. Under this system, business operators will no\nlonger be hindered by convoluted bureaucracy, and regional governments\ncan focus more on local economic development through ease of doing\nbusiness.<\/p>",
