        "content": "<p>Deputy Interior Minister Bima Arya Sugiarto stated that the use of\nchips on electronic resident identity cards, or e-KTPs, has not yet been\nmaximised due to limitations in supporting devices across various\nagencies. Bima explained that utilising the technology in e-KTPs\nrequires scanners that are not yet evenly available in government\ninstitutions and other authorities. As a result, even though e-KTPs are\nequipped with chips, the public is still frequently asked to submit\nphotocopies of the documents. \u201cNot all agencies have sophisticated\nelectronic devices for scanning. Not all authorities have regulations\ngoverning that either. So even though there is a chip, it cannot be\nscanned and they end up asking for photocopies,\u201d he said at the Ministry\nof Home Affairs on Monday, 27 April 2026. He assessed that this\nsituation indicates that the implementation of digitalisation in\npopulation administration has not yet run optimally. According to him,\npolicy interventions are needed so that all related agencies prepare\nsupporting infrastructure. Bima mentioned that the government needs to\ndraft regulations that encourage\u2014or even compel\u2014agencies to provide\ntechnology devices for reading e-KTP chips. This way, digital population\nidentities, including the Digital Population Identity (IKD), can\nfunction maximally. In addition, he added that as long as e-KTP usage\nhas not fully reached the entire population, the physical KTP will still\nbe retained as a companion. \u201cAs long as it is not 100 percent used by\ncitizens, the e-KTP will still be accompanied by the physical KTP,\u201d he\nsaid. He further noted that every day there are tens of thousands of\nreports of lost KTPs that must be followed up with reprints. \u201cFor us,\nthis is certainly a not insignificant budget allocation. That money in\nbillions of rupiah could ideally be used for things that are more felt\nby the public,\u201d he said. The government is pushing for increased public\nresponsibility in using KTPs. One proposal under consideration is\nimposing fees for the second KTP reprint as education for citizens.\nHowever, he emphasised that this policy is still just a proposal and\nwill be discussed further. The issue of citizens still using KTP\nphotocopies in population administration matters was discussed during a\nworking meeting of Commission II of the DPR with the Ministry of Home\nAffairs at the parliamentary complex in Senayan, Jakarta, on Monday, 20\nApril 2026. At that time, the DPR asked how KTPs that already have a\ndigital system still use manual systems or photocopies in their\napplication.<\/p>",
