This was stated by him during the Working Meeting of\nGovernors (Rekergub) of the Primary Praja Partner Regional Cooperation\nForum (MPU) 2026 in Semarang City, Central Java, today. \u201cCommunication\nforums for regional heads have often been limited to administrative and\nceremonial matters that do not progress, whereas now we need a\nprogressive sectoral approach, directly addressing concrete issues, with\nclear financing,\u201d said Bima in a written statement on Tuesday\n(12\/5\/2026). He stressed that the challenges faced by regional heads are\nbecoming increasingly complex amid global uncertainties. Moreover,\nregions are also tasked with overseeing various National Strategic\nProgrammes, including the Free Nutritious Meals (MBG) programme. \u201cThis\ncondition is seen as increasingly challenging, especially since\nIndonesia is racing to optimise its demographic bonus to escape the\nmiddle-income trap and achieve the vision of Golden Indonesia 2045,\u201d he\nexplained. To that end, Bima urged regional heads to set aside sectoral\negos that have hindered inter-regional cooperation, particularly in food\nsupply distribution. He emphasised the importance of mastering precise\nand real-time big data so that regions with surplus commodities can\nsupport those experiencing shortages. \u201cWell, this remains our challenge\nin building real-time data for you to make effective cooperation\ndecisions. Which regions have excess supply, which need it, and what can\nbe collaborated on,\u201d he explained. Besides food issues, Bima also\nhighlighted the importance of accelerating the energy transition,\nparticularly in developing the electric vehicle ecosystem. He asked all\nregional heads to have a uniform understanding of the Circular Letter\nfrom the Minister of Home Affairs (SE Mendagri) dated 22 April 2026,\nwhich regulates full exemption from Motor Vehicle Tax (PKB) and Motor\nVehicle Ownership Transfer Fee (BBNKB) for electric vehicles. According\nto him, although this policy has the potential to reduce Original\nRegional Income (PAD) in the short term, its long-term benefits are far\ngreater. These range from operational efficiency and improved air\nquality to the creation of new jobs in the green energy sector. Bima\nalso encouraged regional heads to continue producing innovations in\nexploring their respective regional potentials to support economic\ngrowth. He affirmed that increasing PAD does not always have to be\nachieved through tax increases, but can be realised through creativity\nand optimisation of local potentials. \u201cMany regions are very creative.\nThey can increase PAD in ways that are actually ordinary but turn out to\nhave tremendous impacts.
