        "content": "<p>Deputy Interior Minister (Wamendagri) Bima Arya Sugiarto has urged\nregional heads to abandon ceremonial meeting patterns and begin focusing\non direct execution of cross-sectoral programmes. According to him, this\nprogressive step is urgently needed to address various concrete issues,\nsuch as food security and rapid, measurable energy transition. \u201cRegional\nhead communication forums have long been limited to administrative and\nceremonial matters that go nowhere, whereas now we need a progressive\nsectoral approach, directly addressing concrete issues, with clear\nfinancing,\u201d he stated during the Governors\u2019 Working Meeting (Rekergub)\nof the Primary Praja Partner Regional Cooperation Forum (MPU) 2026 in\nSemarang, Central Java, on Tuesday (12\/5). He emphasised that the\nchallenges facing regional heads are increasingly complex amid global\nuncertainties. Moreover, regions are also tasked with overseeing various\nNational Strategic Programmes, including the Free Nutritious Meals (MBG)\nprogramme. This situation is seen as even more challenging, especially\nas Indonesia races to optimise its demographic bonus to escape the\nmiddle-income trap and achieve the Golden Indonesia 2045 vision. To that\nend, Bima encouraged regional heads to set aside sectoral egos that have\nhindered inter-regional cooperation, particularly in food supply\ndistribution. He stressed the importance of mastering precise, real-time\nbig data so that regions with surplus commodities can support those\nfacing shortages. \u201cThis remains our challenge in building real-time data\nfor you to make effective cooperation decisions. Which regions have\nexcess supply, which need it, and what can be collaborated on,\u201d he\nexplained. In addition to food issues, Bima highlighted the importance\nof accelerating energy transition, particularly in developing the\nelectric vehicle ecosystem. He asked all regional heads to have a\nuniform understanding of the Interior Minister\u2019s Circular (SE Mendagri)\ndated 22 April 2026, which regulates full exemptions from Motor Vehicle\nTax (PKB) and Motor Vehicle Ownership Transfer Fee (BBNKB) for electric\nvehicles. According to him, although this policy may pressure Local\nOriginal Revenue (PAD) in the short term, its long-term benefits are far\ngreater, from operational efficiency and improved air quality to\ncreating new jobs in the green energy sector. Bima also encouraged\nregional heads to continue innovating in exploring their respective\nregional potentials to support economic growth. He asserted that\nincreasing PAD does not always have to come from tax hikes, but can be\nachieved through creativity and optimisation of local potentials. \u201cMany\nregions are very creative.
