        "content": "<p>Jakarta (ANTARA) - Deputy Interior Minister (Wamendagri) Bima Arya\nSugiarto is pushing for the strengthening of agglomeration concepts\nbased on a sectoral approach to accelerate the resolution of various\nurban area problems.<\/p>\n<p>Bima stated that the agglomeration concept is not new, but its\nimplementation is often hindered by an excessive focus on institutional\naspects, resulting in suboptimal handling of cross-regional issues such\nas flooding, traffic congestion, and waste.<\/p>\n<p>\u201cIn China, sir, they have advanced to this extent because their\nagglomeration is working. It is regulated by the centre, given models by\nthe centre, so it relies on agglomeration. They can\u2019t do it\nindividually,\u201d Bima said in his statement in Jakarta on Thursday.<\/p>\n<p>He delivered this at the National Seminar Discussion on Sustainable\nAgglomeration at the Aglo-City Summit 2026 held at Novotel Tangerang BSD\nCity, Tangerang Regency, Banten.<\/p>\n<p>He explained that the Ministry of Home Affairs (Kemendagri) has been\nmandated to ensure effective synchronisation, synergy, and collaboration\namong stakeholders. This approach is deemed important so that\ndevelopment policies do not run partially, but within an integrated\necosystem.<\/p>\n<p>Bima emphasised the need for a shift in approach from institutional\nto sectoral to enable faster and more concrete problem-solving on the\nground. \u201cFocus directly on issues and sectors,\u201d he stressed.<\/p>\n<p>He cited waste management and transportation as key issues in\nagglomeration areas that require a sectoral approach.<\/p>\n<p>The waste-to-electricity energy programme (PSEL) and the Local\nService Delivery Improvement Programme (LSDP) were mentioned as forms of\ndirect central government intervention focused on concrete\nproblem-solving.<\/p>\n<p>In addition, cross-regional transportation integration is seen as\npotentially more effective if supported by clear authority, financing\nschemes, and inter-regional coordination within the agglomeration\nframework.<\/p>\n<p>Bima affirmed that with central government support and commitment\nfrom regional governments, the sectoral-based agglomeration concept has\nstrong prospects as a long-term solution to urban area problems.<\/p>",
