Jakarta - Deputy Interior Minister Bima Arya Sugiarto has proposed\nthat citizens who lose their electronic ID cards (e-KTP) should face a\nfine when seeking to reprint them.<\/p>\n
According to Bima, such a policy needs to be considered to encourage\npublic responsibility in maintaining population documents.<\/p>\n
\u201cThere are many citizens who are not very responsible about using or\ncaring for their KTP and other population identity documents. They lose\nthem easily and so on, and reprinting them is free,\u201d Bima said during a\nworking meeting with Commission II of the House of Representatives (DPR\nRI) on population administration supervision, on Monday (20\/4\/2026).<\/p>\n
He explained that the high number of lost population documents\ncreates a cost burden for the state.<\/p>\n
\u201cSo, we need to think about making citizens more responsible by\nrequiring them to pay the full cost, a fine or something like that.\nBecause every day, how many reports of losses are there, Mr Teguh\n(Director General of Population and Civil Registration)? Tens of\nthousands. Tens of thousands, because it\u2019s free. So this is also a cost\ncentre here,\u201d he said.<\/p>\n
In addition to the fine proposal, Bima outlined several points in the\nplan to revise Law No.\u00a024 of 2013 on Population Administration\n(Adminduk).<\/p>\n
One of them is strengthening the National Identity Number (NIK) as a\nsingle identity.<\/p>\n
\u201cWe would like to convey several points regarding the urgency of\nrevising Law 24 of 2013 (on Adminduk). The first is strengthening the\nNIK as a single identity number,\u201d he said.<\/p>\n
Furthermore, Bima believes there needs to be an affirmation that\npopulation administration services are basic services that local\ngovernments are obliged to provide.<\/p>\n
\u201cSo, if it is affirmed in the Law that Adminduk is a mandatory\ngovernment affair related to basic services, then all local governments\nwill be more committed to budgeting and planning,\u201d he stated.<\/p>\n
The PAN politician also highlighted the importance of strengthening\npopulation data protection, as well as clarifying the division of\nauthority between the central and regional governments.<\/p>\n
\u201cSo far, we often debate and waste energy on who is leading, whose\nauthority it is.
