Deputy Interior Minister (Wamendagri) Bima Arya has clarified the\nissue regarding fines for citizens who lose their e-KTP. Bima Arya\nemphasised that what is meant is not a fine, but the cost for reprinting\nthe ID card.<\/p>\n
The proposal arose during a working meeting of Commission II of the\nHouse of Representatives (DPR) with the Ministry of Home Affairs at the\nparliamentary complex in Senayan, Jakarta, on Monday (20\/4\/2026). Bima\nstated that the policy needs to be considered so that the public takes\nresponsibility for maintaining population documents.<\/p>\n
\u201cThere are many citizens who are not very responsible in using or\nmaintaining their KTP and other population identity documents. So they\nlose them easily and so on, and if they want to get a new one, it\u2019s\nfree,\u201d Bima said during the working meeting.<\/p>\n
Bima Arya said that the high number of lost population documents\nburdens the state budget. He mentioned that in one day, reports of lost\nKTPs can reach tens of thousands of cases.<\/p>\n
\u201cSo we need to think about making citizens more responsible by\nrequiring them to pay the full cost, a fine or something like that.\nBecause every day, how many reports of losses are there, Mr Teguh\n(Director General of Dukcapil)? Tens of thousands. Tens of thousands,\nbecause it\u2019s free. So this is also a cost centre here,\u201d he said.<\/p>\n
When contacted separately, Bima Arya explained that the government is\nnot burdening the public with blame. He said the proposal is for the\ncost of reprinting e-KTPs.<\/p>\n
\u201cThe problem, what was criticised, is the word \u2018fine\u2019, right? Fine.\nActually, what is meant is the cost of a new print. So the first one is\nfree, but for a new print, a fee is charged, something like that. The\ncost of a new print,\u201d Bima Arya said when contacted on Thursday\n(23\/4\/2026).<\/p>\n
Bima Arya explained the government\u2019s efforts to promote the use of\nDigital Population Identity (IKD). However, he said its implementation\nstill faces several challenges, from infrastructure to institutional\nreadiness.<\/p>\n
\u201cSo now, the IKD percentage is still small, the percentage. So many\nare still using KTP photocopies and so on. Many are still printing KTPs\nand so on. Why is IKD still like this?\u201d he said.<\/p>\n
\u201cWe need to strengthen the network, strengthen bandwidth, strengthen\ncapacity, strengthen security. And that requires money and process.\nThat\u2019s one. So why go back to KTP photocopies? It\u2019s not like that. This\nIKD, one identity, this needs budgeting. So it needs a process,\u201d he\ncontinued.<\/p>\n
In addition, he said another challenge is that not all institutions\nhave the same policies and electronic capabilities for scanning.\nTherefore, KTP photocopies are still needed.<\/p>\n
\u201cBecause of that, a process is needed to continuously integrate those\npolicies. So gradually, for example, the authority, what budget is\nadded, capacity is added, and then agreement is reached by all\ninstitutions and agencies that everyone must have a card reader,\u201d he\nexplained.<\/p>\n
\u201cWell, not everyone has a card reader. Everyone must have a card\nreader, everyone must have the right technology, that\u2019s where there will\nbe no more KTP photocopies, no more KTP blanks,\u201d he added.<\/p>\n
Furthermore, he explained the proposal for reprinting costs for KTPs.\nHe said budgets in the regions are very limited.<\/p>\n
\u201cI have received reports that the number of citizens reprinting\nbecause their KTP is lost is very high. Whereas the cost to print it is\nRp10,000. So if, for example, there are 1.5 million citizens who lost it\nacross Indonesia, at least Rp15 billion will be spent on that.\nMeanwhile, the Home Ministry\u2019s budget is also limited,\u201d he revealed.<\/p>\n
According to him, this policy emerges as an effort to encourage the\npublic to be more responsible in safeguarding population documents.\nHowever, he said there is no certainty yet regarding the amount of the\ncost.<\/p>\n
\u201cSo that citizens are responsible. So the idea emerged, well, if it\u2019s\nfor the second print, there will be a cost. How much is the cost?
