        "content": "<p>The construction of government office complexes in the new autonomous\nregions (DOB) of Papua continues to face challenges due to relatively\nlimited local budget capacity (APBD).<\/p>\n<p>Deputy Home Minister Ribka Haluk is therefore encouraging that the\ndevelopment of regional work unit (SKPD) offices in the four new\nautonomous regions in Tanah Papua be supported by the State Budget\n(APBN).<\/p>\n<p>\u201cThe Ministry of Home Affairs is pushing for the construction of SKPD\noffices to also be supported by the APBN. Currently, it is in the\nnegotiation stage with Commission II of the Indonesian House of\nRepresentatives (DPR RI),\u201d she stated in a press release received in\nJayapura on Thursday.<\/p>\n<p>Ribka expressed hope that President Prabowo Subianto would approve\nthe additional APBN allocation for the construction of SKPD offices in\nthe Papua DOBs. \u201cWe have also written to the National Development\nPlanning Agency (Bappenas) regarding the construction of SKPD offices,\u201d\nshe added.<\/p>\n<p>South Papua Governor Apolo Safanpo explained that the construction of\nSKPD offices has not yet been carried out due to budget efficiency\npolicies, particularly concerning the General Allocation Fund (DAU).\n\u201cFurthermore, the special autonomy (otsus) funds also cannot be used to\nfinance the construction of SKPD offices,\u201d he said. He expressed hope\nthat the budget efficiency measures, especially for the DAU allocated to\nthe DOBs, could be reconsidered so that the development of the central\ngovernment area can proceed smoothly.<\/p>",
