He stated that these aspects are crucial to ensure leaders make\ndecisions based on values and public interest, rather than being driven\nby popularity or short-term gains. \u201cFor those of you who today have\naspirations and dreams of holding strategic positions, whatever they may\nbe, you must have values and principles so that you are not easily\nbought by transactional interests,\u201d Bima said in Jakarta on Wednesday.\nHe explained that ideology serves as a compass that determines policy\ndirection. However, these values must be translated through the right\nstrategy to be realised into programmes whose benefits are directly felt\nby the community. One approach he applied during his time as a regional\nhead was the concept of \u201cinstalment hope,\u201d which involves delivering\ngradual but consistent change through programmes that address residents\u2019\nneeds. He noted that this strategy proved effective in driving regional\nprogress. As an example, Bogor City\u2019s Original Local Government Revenue\n(PAD) increased from IDR 544 billion in 2014 to IDR 1.458 trillion in\n2024, a rise of 167.9 percent. Additionally, various development\nprogrammes were successfully implemented, including the revitalisation\nof 15 hectares of city parks and the construction of 30 kilometres of\npedestrian pathways to improve the quality of public spaces. \u201cA leader\nmust be skilled on the ground, so my message is that the problems are in\nthe field, not behind a desk,\u201d he asserted. He also reminded that the\nopportunity to lead is a valuable mandate and does not last forever.\nTherefore, every prospective leader needs to prepare early to make the\nmost of their period of service when entrusted with a strategic\nposition. \u201cWhen you are in a position, make the most of that precious\ntime to make life better,\u201d Bima said.<\/p>",
