        "content": "<p>VIVA \u2013 Deputy Minister for Hajj and Umrah (Wamenhaj) Dahnil Anzar\nSimanjuntak has explained the mechanism of the \u2018war ticket\u2019 scheme in\norganising the Hajj pilgrimage, although it is currently still in the\nstudy phase or merely a concept.<\/p>\n<p>At the closing of the National Working Meeting of the Ministry of\nHajj and Umrah (Kemenhaj) in Tangerang, Banten, on Friday, 10 April\n2026, Wamenhaj Dahnil stated that the scheme is projected to operate\nalongside the long-standing Hajj queuing mechanism.<\/p>\n<p>\u201cIn the future, if Saudi Arabia opens a large quota, we will\nintroduce two schemes. The first is the existing queuing scheme. The\nsecond scheme, as termed by the Minister (Irfan Yusuf), is the war\nticket,\u201d said Wamenhaj Dahnil.<\/p>\n<p>Wamenhaj Dahnil said the term \u2018war ticket\u2019 emerged as a formulation\nfor transforming Hajj management to enable the government to shorten the\ncurrent average Hajj waiting period of 26.4 years. He explained that the\ngovernment, together with the House of Representatives (DPR RI), will\nlater determine the Hajj Organisational Cost (BPIH) based on real\ncalculations without subsidies from Hajj financial management funds.<\/p>\n<p>\u201cFor example, if set at Rp200 million per person, that becomes the\nfull amount paid by pilgrims choosing this scheme (war ticket),\u201d said\nWamenhaj Dahnil.<\/p>\n<p>For pilgrims opting for the queuing route, he said, they will still\nreceive subsidies or benefit values. He emphasised that pricing\ndetermination is under state authority, ensuring no liberalisation or\nfree market mechanism in Hajj organisation.<\/p>\n<p>According to him, the quota for the war ticket scheme could come from\ntwo sources. First, from additional quotas provided by the Saudi Arabian\nGovernment, not from the regular annual quota given by Saudi Arabia.<\/p>\n<p>Second, based on projections from Saudi Arabia\u2019s Vision 2030. The\nkingdom\u2019s authorities aim to increase the global Hajj quota from around\ntwo million to more than five million people by 2030.<\/p>\n<p>This quota increase is seen as having a significant impact on Hajj\nfinancing needs. Currently, with around 203,000 regular prospective\npilgrims, the total Hajj organisation funds reach Rp18.2 trillion. If\nthe number of prospective Hajj participants rises to 500,000, the\nfunding requirement is estimated to exceed Rp40 trillion.<\/p>",
