Deputy governor post to be filled<\/p>\n
JAKARTA (JP): Governor Sutiyoso said on Friday that he would
\nappoint one of his subordinates as deputy governor for economic
\nand financial affairs as the position has been vacant for about
\nsix months.<\/p>\n
Sutiyoso said the plan was made because the city budget for
\nthe 1999\/2000 fiscal year was expected to be bigger than the
\ncurrent budget. This would mean an increase in the duties of the
\nunfilled position, temporarily being handled by deputy governor
\nfor development affairs Budihardjo Sukmadi.<\/p>\n
\"We need someone who will concentrate on the economic and
\nfinancial issues,\" the governor said.<\/p>\n
\"One thing for sure is that the position will be held by a
\ncivil servant (and not an official from the Armed Forces). I have
\ninstructed officials from the position and stratification
\nadvisory body to process the candidacy,\" he said.<\/p>\n
However, he refused to give details on the possible candidates
\nand the date for the announcement of the candidacy. \"The body
\nwill work hard to choose one name,\" was all he said.<\/p>\n
Sutiyoso said that once someone was nominated, the
\nadministration would submit the nominee to the City Council for
\napproval and then the Ministry of Home Affairs.<\/p>\n
\"I hope there will no longer be any kind of intervention from
\n'above',\" he said.<\/p>\n
Several senior city officials rumored to be eligible for the
\nvacant position are: Maskup Ustianto, head of the city investment
\nmanagement agency; Bambang Sungkono, head of the city development
\nplanning board; Sutardjianto, head of the city inspectorate
\noffice and Fauzi Bowo, the city secretary.<\/p>\n
In August last year, after then deputy governor for economic
\nand financial affairs Harun Rasyid was promoted to governor of
\nWest Nusa Tenggara, Sutiyoso decided that the position would
\nremain vacant for efficiency considerations.<\/p>\n
However, the decision drew mixed reactions from city
\ncouncilors, who insisted that the governor of such a big capital
\ncity, beset by various complicated problems, be assisted by four
\ndeputies to enable them to fully concentrate on their respective
\nareas in details.<\/p>\n
But Sutiyoso insisted at that time: \"If the city used to have
\nonly one deputy governor for both economic and development
\naffairs, why don't we do the same now?\"<\/p>\n
The city administration previously had three deputy governors
\nfor social welfare, administrative affairs and economic and
\ndevelopment affairs.<\/p>\n
In September 1997, the economic and development affairs
\nposition was split into two -- economic and financial affairs and
\ndevelopment affairs -- by then governor Surjadi Soedirdja.<\/p>\n
Separately, head of the City Council Edy Waluyo told reporters
\non Friday that the council would wait for the results of the
\nadvisory body's work.<\/p>\n
Meanwhile, head of City Council's Commission C for financial
\naffairs Amarullah Asbah confirmed that the 1999\/2000 budget fro
\nthe capital would increase from Rp 1.75 trillion at present to
\nabout Rp 2.5 trillion.<\/p>\n
The increase, he said, was made possible by the intensified
\ncollection of taxes on transfer of vehicle ownership and fuel.<\/p>\n
\"We are optimistic that the city revenue projection would
\nexceed the target due to the successful intensification project,\"
