Member of House Commission III and Democrat Party faction leader\nHinca Pandjaitan has responded to former President Joko Widodo\u2019s\n(Jokowi) claim that he did not sign the revised KPK Law. Hinca insisted\nthat no legislation is deliberated and passed by the House of\nRepresentatives (DPR) without government involvement.<\/p>\n
\u201cAt that time, I was also involved in the deliberations. No law can\nbe completed by the DPR alone \u2014 the government is always involved. It is\nimpossible for such meetings to consist only of DPR members,\u201d Hinca said\nat the parliamentary complex in Senayan, Jakarta, on Monday\n(23\/2\/2026).<\/p>\n
He explained that every bill, whether initiated by the DPR or the\ngovernment, is deliberated jointly. The government, he said, is\nrepresented by ministers appointed by the president at every stage of\ndeliberation through to the final decision at the plenary session.<\/p>\n
\u201cIf former President Jokowi\u2019s reasoning was, \u2018I didn\u2019t sign it,\ntherefore I didn\u2019t agree,\u2019 that is incorrect. Because even without a\nsignature, the law automatically takes effect. That is precisely where\nthe ambiguity lies,\u201d he said.<\/p>\n
\u201cHe was obliged to sign it but chose not to \u2014 yet whether signed or\nunsigned, it takes effect regardless,\u201d he added.<\/p>\n
Hinca stated that if there were objections to the substance of the\nbill, such opposition should have been raised during the deliberation\nstages, including at the first-level meetings or during decision-making\nat the plenary session.<\/p>\n
\u201cWe were there participating in the deliberations, and those\ndiscussions were highly significant \u2014 there was dialogue, with both\ngovernment and DPR elements present. So when the former President Jokowi\nsuddenly announced this, I was bewildered. All of us from the DPR were\nasking questions. It came completely out of the blue,\u201d he said.<\/p>\n
\u201cWe feel that this is not right. No law is deliberated solely by the\nDPR \u2014 the government is always involved, and the government represents\nthe president. The president appoints ministers to represent him,\u201d he\nadded.<\/p>\n
Jokowi\u2019s Statement<\/strong><\/p>\n Previously, former President Jokowi expressed support for a proposal\nby former KPK Chairman Abraham Samad to restore the KPK Law to its\nearlier version. Jokowi noted that the revised version was initiated by\nthe DPR.<\/p>\n \u201cYes, I agree \u2014 it would be good to revert the KPK Law to the old\nversion \u2014 because the revision was initiated by the DPR. Let\u2019s be clear\nabout that \u2014 it was the DPR\u2019s initiative,\u201d Jokowi said, as reported on\nFriday (13\/2).<\/p>\n Jokowi acknowledged that the KPK Law was revised during his\npresidency on the DPR\u2019s initiative. However, he emphasised that he did\nnot sign the revised legislation.<\/p>\n \u201cYes, indeed it was revised. At that time, it was revised on the\nDPR\u2019s initiative, but I did not sign it,\u201d he said.<\/p>",
