The General Chairperson of the Family Empowerment and Welfare\nMovement (TP PKK), as well as the Chairperson of the Posyandu Advisory\nTeam and the Daily Chairperson of Dekranas, Tri Tito Karnavian, has\nemphasised the importance of local governments ensuring that the\nprogrammes of Dekranasda, TP PKK, and the Posyandu Advisory Team are\nintegrated into regional planning and budgeting.<\/p>\n
This is in line with the legal framework that mandates these three\ninstitutions to partner with the government in community empowerment.\nThis assertion was made by Tri Tito during the event for the\nStrengthening of Governance for Dekranas, TP PKK, and TP Posyandu\nInstitutions in Western Indonesia for 2026, held at the Bidakara Hotel,\nJakarta, on Monday (21\/9).<\/p>\n
Tri explained that Dekranas, TP PKK, and TP Posyandu possess\nregulatory foundations governing their existence and the execution of\ntheir respective duties. Dekranas was established through a Joint Decree\nof the Minister of Industry and the Minister of Education and Culture,\nNumber 80\/M\/SK\/3\/1980 and Number 072b\/P\/1980, dated 3 March 1980.<\/p>\n
Meanwhile, the PKK Movement is based on Presidential Regulation\nNumber 99 of 2017 and Minister of Home Affairs Regulation (Permendagri)\nNumber 36 of 2020. The Posyandu (Integrated Healthcare Centre) is based\non Permendagri Number 13 of 2024, which serves as the basis for the\ntransformation of Posyandu in providing services to the community\nthrough six Minimum Service Standards (SPM).<\/p>\n
According to Tri, these regulations serve as a foundation for\nregional administrators to build partnerships with Regional Government\nAgencies (OPD), including ensuring support for the programmes being\nimplemented.<\/p>\n
\u201cTherefore, if we request activities from OPDs or departments, it is\nindeed our obligation because we are fulfilling the mandate given to\nus,\u201d Tri stated in a written statement on Tuesday (22\/9\/2026).<\/p>\n
He emphasised that programmes related to Dekranasda, TP PKK, and TP\nPosyandu should be reflected in regional planning and budgeting\ndocuments. In this way, programme implementation does not stop at\ninstitutional coordination but possesses adequate resource support.<\/p>\n
Tri also requested that regional administrators understand the\nplanning and budgeting mechanisms of Local Governments. According to\nhim, various programmes that align with the vision and duties of these\nthree institutions can be coordinated with relevant OPDs and ensured to\nbe included in the regional planning system.<\/p>\n
Furthermore, Tri reminded that strengthening inter-institutional\nsynergy does not mean standardising tasks and functions. Each\ninstitution must continue to perform its role according to its authority\nand strengths, while building collaboration in community empowerment\nprogrammes.<\/p>\n
He expressed hope that the Chairpersons of Dekranasda, TP PKK, and TP\nPosyandu at the provincial and regency\/city levels can follow up on the\nmeeting results through synergy with OPDs, covering planning, budgeting,\nimplementation, as well as monitoring and evaluation.<\/p>\n
