        "content": "<p>Jakarta \u2014 A defence and security analyst from the Institute for\nSecurity and Strategic Studies (ISSES), Khairul Fahmi, has argued that\nIndonesia does not need to develop intercontinental ballistic missiles\n(ICBMs) amid the current escalation of global conflicts.<\/p>\n<p>According to Fahmi, the Indonesian Air Force (TNI AU) has a more\nurgent requirement to acquire squadrons of airborne early warning and\ncontrol (AEW&amp;C) aircraft.<\/p>\n<p>\u201cThese aircraft are like flying radars that can detect the movements\nof stealth aircraft, cruise missiles, and enemy vessels from distances\nbeyond the reach of our land-based radar (GCI), providing crucial\nsituational awareness and reaction time for combat units,\u201d he told\nANTARA in Jakarta on Monday.<\/p>\n<p>Khairul was responding to a statement by Indonesia\u2019s sixth president,\nSusilo Bambang Yudhoyono (SBY), regarding the importance of\nstrengthening air defence to protect Indonesian territory from foreign\nattacks.<\/p>\n<p>ICBMs, he argued, are incompatible with Indonesia\u2019s military\ndoctrine, which prioritises active or defensive posture without\nexpansionist ambitions towards other continents.<\/p>\n<p>\u201cICBMs, with a range of thousands of kilometres, are fundamentally\noffensive power projection weapons typically designed to carry nuclear\nwarheads for global strategic deterrence. The development of ICBMs\ndirectly contradicts Indonesia\u2019s active-defensive doctrine, which\nharbours no expansionist ambitions beyond our shores,\u201d he said.<\/p>\n<p>Rather than spending massive research budgets on ICBMs, Fahmi argued\nthat Indonesia would benefit far more from developing and acquiring\nsupersonic anti-ship cruise missiles (ASCM) and highly precise short to\nmedium-range ballistic missiles (SRBM\/MRBM).<\/p>\n<p>Fahmi emphasised that the TNI AU must also strengthen its capacity in\nacquiring air warning systems, which are essential given the current\ngeopolitical conditions.<\/p>\n<p>\u201cStrengthening the TNI AU cannot be reduced to merely purchasing the\nlatest generation fighter jets. Even the most advanced fighter aircraft\nwill be blind and deaf without an integrated supporting ecosystem. The\nprimary focus that needs to be pursued at present is building a\nNetwork-Centric Warfare (NCW) architecture and capable Command, Control,\nCommunications, Computers, Intelligence, Surveillance, and\nReconnaissance (C4ISR) capabilities,\u201d he said.<\/p>\n<p>Fahmi also noted that Indonesia\u2019s defence system can be strengthened\nby increasing land-based air defence systems (Arhanud), including\nmedium-range surface-to-air missile (SAM) batteries, strategically\ndeployed in layers across critical national assets.<\/p>",
