Ma'ruf<br>\npromised on Friday to revise Ministerial Decree No. 12\/2005 that<br>\nis considered by local election committees to hamper the<br>\ndisbursement of funds for local direct elections.<\/p>\n<p>\"We have received a lot of complaints regarding the matter and<br>\nare evaluating the need for revisions,\" he said while<br>\naccompanying Vice President Jusuf Kalla on a visit to Makassar.<\/p>\n<p>Regional direct election commissions have been complaining<br>\nabout the mechanism of funds allocation for the polls.<\/p>\n<p>The existing decree states that only 15 percent of funds per<br>\nphase, with the next withdrawal being made only after use of the<br>\nprevious one has been reported.<\/p>\n<p>South Sulawesi's Bulukumba local election commission head<br>\nSyahruni argued that if not changed, the withdrawal mechanism as<br>\nstated in the decree could delay elections in many regions.<\/p>\n<p>Minister Ma'ruf also said local administrations should cover<br>\nfunds for direct elections if neither state budget subsidies nor<br>\nlocal budgets have been approved. --JP<\/p>",
