        "content": "<p>Declaration drafted on human responsibilities<\/p>\n<p>JAKARTA (JP): The InterAction Council, comprising former<br>\ninternational political leaders, is to propose a declaration of<br>\nhuman responsibilities to the United Nations next year.<\/p>\n<p>The declaration -- to be put forward during the 50th<br>\nanniversary of the Universal Declaration of Human Rights -- seeks<br>\nto bring freedom and responsibility into balance.<\/p>\n<p>\"There are no rights which are free from responsibility and if<br>\neverybody only claims rights, the end would only be chaos,\"<br>\nformer German chancellor Helmut Schmidt told journalists here<br>\nyesterday at the end of a six-day visit to Indonesia. Schmidt is<br>\nthe council's honorary chairman.<\/p>\n<p>Schmidt said Indonesia, through foreign minister Ali Alatas,<br>\nsupports the council's idea and has helped lobby the declaration<br>\ndraft to the UN General Assembly.<\/p>\n<p>Indonesia strongly believes that rights should exist side by<br>\nside with a person's obligations toward society and that<br>\nindividual rights should not overtake the interests of the public<br>\nin general.<\/p>\n<p>The proposed declaration by the council points out that the<br>\nexclusive assertion of rights can lead to endless dispute and<br>\nconflict. For example, religious groups, in asserting their own<br>\nfreedom, have a duty to respect the freedom of others.<\/p>\n<p>The InterAction Council began its work on the universal<br>\nethical standard with a meeting of spiritual and political<br>\nleaders in 1987 in Rome.<\/p>\n<p>The initiative was taken by the late Takeo Fukuda, former<br>\nprime minister of Japan, who founded the council in 1983.<\/p>\n<p>The council is calling for the UN to convene a conference next<br>\nyear to consider a declaration of human responsibilities to<br>\ncomplement the earlier crucial work on rights.<\/p>\n<p>The basic premise of the declaration is that humans deserve<br>\nthe greatest possible amount of freedom but should also develop<br>\ntheir sense of responsibility in order to correctly administer<br>\ntheir freedom.<\/p>\n<p>Schmidt said that the universal declaration of human<br>\nresponsibilities is designed to avoid a possible clash between<br>\ndifferent civilizations or religions in the 21st century.<\/p>\n<p>One of the declaration's articles stipulates that religious<br>\nfreedom must be guaranteed, the representatives of religions have<br>\na special responsibility to avoid expressions of prejudice and<br>\nacts of discrimination toward those of different beliefs.<\/p>\n<p>Besides Schmidt, a number of renowned international figures<br>\nlike former United States president Jimmy Carter and former<br>\nAustralian prime minister Malcolm Fraser are also members of the<br>\ncouncil.
