Debureaucratize political parties: Group<\/p>\n
JAKARTA (JP): Gema Madani, a non-governmental organization
\npromoting the empowerment of civil society, is calling for
\ndebureaucratization of political organizations and the ruling
\nGolkar to ensure they are independent in channeling the people's
\naspirations.<\/p>\n
Organization chairman Emil Salim said in a discussion on
\nreform here yesterday that they should be free of bureaucratic
\ninterference in carrying out their political mission.<\/p>\n
\"We have only three political parties. Many people become
\nfrustrated and dissatisfied because the political parties fail to
\nchannel their aspirations because of bureaucratic intervention,\"
\nthe former cabinet minister said.<\/p>\n
He said it would be unlikely for the political parties to
\nproduce great leaders if they continued to be dominated by the
\ngovernment.<\/p>\n
He said it was also difficult for the House of Representatives
\n(DPR) and the People's Consultative Assembly (MPR) to be free and
\nindependent as long as they were strongly controlled by the
\nbureaucracy.<\/p>\n
\"According to the 1945 Constitution, the president should be
\nsubordinated to MPR. But, in practice, the highest law-making
\nbody is apparently under the president's control,\" he said.<\/p>\n
Emil also said the press should be given a greater \"social
\ncontrol\" role overseeing the government.<\/p>\n
\"Therefore, the ministerial decree allowing the minister of
\ninformation to revoke a media publishing license should be
\nrevoked to let the press be free and independent in carrying out
\ntheir mission,\" he said.<\/p>\n
He also said that the government should revoke the law on
\nsubversion to empower people in implementing their political
\nrights.<\/p>\n
The antisubversion law, enacted in 1963, carries a maximum
\nsentence of death for those involved in subversive activities.
\nCritics claim the government can rely on the law as a deterrent
\nto people voicing antigovernment sentiment. (rms)<\/p>",
