Death of law enforcement<\/p>\n

Although the year 2001 has passed and 2002 has just begun, the
\nprospects for law enforcement and respect for human rights are
\nstill not bright in this country.<\/p>\n
The administration of Megawati Soekarnoputri, which holds the
\noverall mandate for reform, including law enforcement among
\nothers, has yet to demonstrate its political will to uphold the
\nlaw. Law enforcement has merely become a piece of rhetoric and
\neven a political statement that carries with it no follow up
\naction.<\/p>\n
No alleged corruption, collusion and nepotism (KKN) cases or
\nhuman rights violations have been seriously prosecuted. The
\ngovernment prefers to make political settlements rather than
\nbringing the cases to court, as seen in the KKN cases allegedly
\ncommitted by former president Soeharto. President Megawati
\nprefers granting an abolition to Soeharto over prosecuting him
\nbased on the prevailing law, an act which is a betrayal of the
\npeople's sense of justice and violates the People's Consultative
\nAssembly (MPR) stipulation on the investigation of KKN violations
\nallegedly committed by former president Soeharto. If this
\nabolition is really awarded to him, it could become a black mark
\nin the history of the country's law enforcement and become the
\nsignal for the death of the country's law enforcement.<\/p>\n
It has been shown that Megawati's administration has no clear
\nconcepts and agendas or the political will to uphold the law and
\nhuman rights. Good law enforcement can support the creation of a
\npolitical and economic system as well as restore the trust of
\nlocal and international communities.<\/p>\n
Based on the reality referred to above, Komunitas Pengacara
\nJakarta (the Jakarta's Lawyers Community) urges Megawati's
\nadministration to:
\n1. Concentrate more on law enforcement and the eradication of KKN
\nso that economic and political life will soon recover.
\n2. Settle the prosecution of alleged instances of KKN committed
\nduring the administrations of Soeharto, BJ Habibie and
\nAbdurrahman Wahid, particularly the cases of Buloggate I and II.
\n3. Finalize the legal process relating to human rights violations
\nin East Timor, Aceh, Papua, Jakarta (the tragedies of July 27,
\nSemanggi, Trisakti) and elsewhere.
\n4. Reject the awarding of an abolition to former president
\nSoeharto as it could set a bad precedent in the history of the
\ncountry's law enforcement.<\/p>\n
