Deputy Speaker of the House of Representatives Sufmi Dasco Ahmad\nstated that the Bill on the Protection of Domestic Workers (RUU PPRT)\nhas been confirmed for inclusion in the 2025 national legislation\nprogramme (Prolegnas). The bill is currently at the stage of gathering\npublic participation.<\/p>\n
\u201cThe Domestic Workers Protection Bill covers various aspects that\nmust be carefully considered, so it still requires extensive public\nparticipation,\u201d Dasco said at the House of Representatives complex on\nMonday, 23 February 2026.<\/p>\n
According to him, broad public participation is essential in the\ndeliberation of the bill. The outcomes of discussions with trade unions\nduring May Day 2025 will place greater emphasis on efforts to protect\ndomestic workers.<\/p>\n
He assured that the deliberation process for the bill would continue\nin the House. Once the legislative recess concludes, the House\u2019s\nLegislation Body (Baleg) will continue to solicit wide-ranging public\nparticipation.<\/p>\n
\u201cUntil the deliberations are completed,\u201d Dasco said.<\/p>\n
The Domestic Workers Protection Bill was first proposed for\ndiscussion in the House back in 2004. During the 2024\u20132029 parliamentary\nterm, the bill was indeed listed among those in the 2025 national\nlegislation programme. However, its deliberation has yet to make any\nmeaningful progress.<\/p>\n
The House\u2019s Legislation Body, tasked as the parliamentary instrument\nfor deliberating the bill, has held public hearings (RDPU) to gather\nvarious inputs. Yet, as of February 2026, only the Indonesian Women\u2019s\nCongress has been invited to a public hearing by Baleg to discuss the\ndraft regulation.<\/p>\n
On 13 February, a civil society coalition for the expedited\nratification of the bill declared its intention to report House Speaker\nPuan Maharani to the Ombudsman of the Republic of Indonesia.<\/p>\n
The reason cited was that Puan, as House Speaker, has failed to pave\nthe way for the bill\u2019s ratification. \u201cIt has been dragging on for 22\nyears \u2014 how much longer must domestic workers wait for legal\nprotection?\u201d said Lita Anggraini, Coordinator of the National Network\nfor Domestic Worker Advocacy (JALA PRT).<\/p>\n
In addition to the Ombudsman report, the coalition also urged\nPresident Prabowo Subianto to honour his promise. During the May Day\ncelebrations on 1 May, Prabowo stated that the government would promptly\nratify the bill into law.<\/p>\n
In his speech, Prabowo pledged that the ratification would not be\ndelayed. \u201cHopefully, within no more than three months, we will have this\nbill sorted out,\u201d Prabowo said on 1 May 2025.<\/p>\n
Meanwhile, House Speaker Puan Maharani argued that the House needs to\ngather as many perspectives as possible in drafting the bill.
