Indonesia's government, through PT Danantara Investment Management, is actively pursuing national and international partners to develop Waste-to-Energy (WtE) facilities under the Presidential Regulation framework. The initiative uses a public-private partnership (KPBU) scheme and will establish a verified participant list (DPT) to pre-qualify companies with strong financial capacity, technical expertise, and operational track records in waste energy conversion technology.

JAKARTA — The government has begun accelerating efforts to address
energy transition and urban waste management crises.

Through PT Danantara Investment Management (PT DIM), the state is now
seeking high-capacity partners at both national and international levels
to undertake the Waste Processing to Electrical Energy Facility Project
(PSEL).

This concrete step began with the establishment of a Verified
Participant List (DPT), which serves as a rigorous pre-qualification
instrument to screen business entities with genuine track records,
financial capacity, and mastery of Waste-to-Energy (WtE) technology.

The PSEL project is established under Presidential Regulation
(Perpres) Number 109 of 2025. Additionally, the project will employ a
Public-Private Cooperation (KPBU) scheme as regulated under Perpres
Number 38 of 2015.

The use of the KPBU scheme demonstrates the government’s intention to
share risks and expertise with the private sector to ensure this
infrastructure project is not only constructed but also operationally
sustainable.

Participation in the DPT formation process is open to both individual
companies and consortiums, whether domestic or foreign, provided they
maintain diplomatic relations with Indonesia. To ensure a credible
process, PT DIM has appointed an independent Registration and
Verification Agent (R&V Agent).

“This programme aims to ensure that the DPT formation process is
carried out in a transparent, systematic manner with good governance,”
stated an official statement from PT Danantara Investment Management
received on Monday, 16 March 2026.

The period for submitting verification documents is scheduled from 25
March 2026 to 25 April 2026.

To align understanding regarding technical mechanisms, PT DIM will
conduct technical discussions (Aanwijzing) online across two main
cycles.
",
