According to him, the process is\ndifficult to carry out because the problems faced are quite\nextensive.<\/p>\n<p>Dony explained that the first obstacle is the large amount of debt\nheld by the state-owned construction companies. Secondly, the problems\nare not only at the holding level but also in subsidiary and\nsub-subsidiary entities, which can number more than 20 entities.<\/p>\n<p>\u201cEach of these construction firms has its own subsidiaries and\nsub-subsidiaries.
