There are allegations that such\npractices extend to the lower levels of administration.<\/p>\n<p>A partner of the Nutrition Service Unit (SPPG) in Central Java\nexpressed deep concern regarding the operational conditions of the\nprogramme on the ground following the emergence of the case involving\nDadan Hindayana. In testimony provided to Republika, the partner\nsuggested that the issues are not merely ordinary operational matters,\nbut rather indicate potential irregularities that require serious\nattention, particularly among SPPG managers in the regions.<\/p>\n<p>According to the partner, there are indications of potential budget\nleakages and alarming levels of corruption. Although they could not\nprovide specific figures or percentages due to a lack of official data,\nthey claimed to have witnessed various issues directly in the field.\n\u201cWhat we have observed is quite frightening. There is potential for\nmassive leakage and corruption by the Heads of SPPG. Many of them are\nunder the age of 30,\u201d they stated.<\/p>\n<p>The partner added that these issues are not limited to younger\nmanagers, noting that various problems were also found at higher levels\nwithin the programme\u2019s management structure. The partner also identified\nthemselves as one of the parties directly affected, stating that the\noperations of the SPPG they manage have ceased due to disputes with the\nfoundation overseeing the activities.<\/p>\n<p>Furthermore, they suspect that similar issues are not isolated to a\nsingle region, based on information gathered through a network of\nprogramme kitchen partners across various regions in Indonesia. They\nnoted that many regional partners are facing difficulties and feeling\ndisadvantaged, while the public focus remains largely on issues\noccurring at the central level.<\/p>\n<p>\u201cWhat is being widely reported in Jakarta today is only the top\nlayer. At the bottom, many partners are truly bearing the impact,\u201d they\nremarked. Additionally, the partner touched upon circulating rumours\nregarding alleged \u2018kickback\u2019 practices to certain parties, though they\nemphasised that such information remains unverified. \u201cThere are wild\nrumours regarding payments to higher-ups and so on.
