        "content": "<p>Customs brokers asked to register<\/p>\n<p>JAKARTA (JP): Minister of Finance Mar'ie Muhammad has issued a<br>\nruling requiring customs brokers to register with the customs<br>\noffice and pay guarantees for their operations.<\/p>\n<p>The finance minister's decree No. 701\/KMK.05\/1996, dated Dec.<br>\n24, stipulates that all customs brokers must get their<br>\nregistration numbers from the customs office by April 1, when the<br>\n1995 customs law comes into force.<\/p>\n<p>\"The ruling was issued in an effort to improve customs<br>\nservices and (customs brokers') accountability to the people,\"<br>\nthe Ministry of Finance spokesman Agus Haryanto stated yesterday.<\/p>\n<p>To qualify for registration at the customs office, a customs<br>\nbroker must have at least one certified customs expert and must<br>\nenclose a customs certificate when applying for a registration<br>\nnumber.<\/p>\n<p>The Directorate General of Customs and Excise, in cooperation<br>\nwith the Indonesian Forwarders Association, recently launched a<br>\ncustoms-service training program for freight forwarders wanting<br>\nto be certified as customs experts.<\/p>\n<p>Freight forwarding companies now also provide customs<br>\nbrokerage services.<\/p>\n<p>When applying for their registration numbers, customs brokers<br>\nare required to enclose their tax registration numbers, their<br>\nestablishment deeds and their last tax return.<\/p>\n<p>Customs brokers are also required to deposit money to<br>\nguarantee their operations. But the regulation does not mention<br>\nthe size of the required deposits.<\/p>\n<p>The ministry said that customs brokers failing to comply with<br>\nthese requirements would not be allowed to provide customs<br>\nservices.<\/p>\n<p>Director General of Customs and Excise Soehardjo Soebardi said<br>\nlast year that he was irritated by the operation of freight<br>\nforwarders, which he accused of acting as customs service<br>\nscalpers rather than customs brokers.<\/p>\n<p>The directorate has no direct control over freight forwarding<br>\nfirms and other customs service providers because it does not<br>\nlicense them.
