        "content": "<p>Customs and Excise entrusted to check all imported goods<\/p>\n<p>JAKARTA (JP): A new finance minister decree on customs<br>\nclearance of imports empowers the Directorate General of Customs<br>\nand Excise to inspect all imported goods at customs or designated<br>\ntemporary storage areas.<\/p>\n<p>But decree No. 25\/KMK.05\/1997, dated Jan. 15, 1997, to be<br>\neffective April 1, does not specifically terminate the<br>\npreshipment inspections of imports, which have been in place<br>\nsince mid-1985.<\/p>\n<p>It only stipulates that all imported goods must be inspected<br>\nby customs officials and approved by an authorized customs<br>\nofficial before being cleared from customs areas.<\/p>\n<p>Inspections will cover both document checks and physical<br>\ninspections, which shall be selective to ensure smooth cargo<br>\nflows.<\/p>\n<p>Customs is now only allowed to inspect sea cargo imports worth<br>\nup to US$5,000 and air cargo imports. Inspections of sea cargo<br>\nimports worth more than $5,000 is carried out at points of<br>\nloading by the appointed surveyor, state-owned PT Surveyor<br>\nIndonesia.<\/p>\n<p>To smooth document flows and reduce personal contact, the<br>\nruling stipulates that importers shall submit import documents to<br>\nlocal customs offices electronically provided that customs<br>\noffices have been equipped with electronic data interchange<br>\nfacilities.<\/p>\n<p>Importers are allowed to make their own assessments of import<br>\nduties and taxes due based on the transaction value of their<br>\nimports.<\/p>\n<p>Goods can be released only after importers have submitted<br>\nimport declarations and paid all import duties and taxes.<\/p>\n<p>If imported goods must be released quickly for good reason,<br>\nimporters may ask the head of a customs office to postpone their<br>\ntax and duty payments after providing a guarantee.<\/p>\n<p>Importers are required to settle credited duties and taxes<br>\nwithin 60 days of submitting their import declarations.<\/p>\n<p>Importers may submit import declarations before the arrival of<br>\ntheir goods.<\/p>\n<p>Carriers' duties<\/p>\n<p>Shipping lines and cargo airlines are required to notify local<br>\ncustoms offices of the planned arrival of their goods.<\/p>\n<p>These reports must contain the name of the ship or carrier,<br>\nvoyage or flight number, port or airport of loading, destination<br>\nports or airports, planned date of arrival and the number of<br>\ncontainers or packages to be unloaded.<\/p>\n<p>But this pre-arrival notification requirement does not apply<br>\nto the planned arrival of imported goods carried over land.<br>\nReports for such imports are required upon their arrival.<\/p>\n<p>After goods arrive at their ports or airports of destination,<br>\nliners or carriers must report the arrival to customs within 24<br>\nhours, enclosing bills of lading, lists of passengers and crew<br>\nand lists of firearms and drugs carried on the flight or voyage.<\/p>\n<p>Incoming goods should be unloaded in a customs area. But they<br>\nmay also be unloaded outside customs areas with an approval from<br>\nthe head of a local customs office.<\/p>\n<p>After unloading goods, shipping lines and airlines are<br>\nrequired to report the number of containers or packages unloaded.<\/p>\n<p>Unloaded goods can be cleared directly from customs areas<br>\nafter being inspected by customs and after all duties and taxes<br>\nhave been paid.<\/p>\n<p>Goods with unsettled duties and taxes can be stacked in<br>\ndesignated temporary storage areas. With the consent of the head<br>\nof a local customs office, goods can be transported directly to<br>\nimporter's warehouses.<\/p>\n<p>The decree gives customs officials two years after the release<br>\nof imports to verify import declarations and make any corrections<br>\nunder the so-called post-entry audit system.
