        "content": "<p>Customers to pay fee for routine electrical inspection<\/p>\n<p>Fitri Wulandari, Jakarta<\/p>\n<p>Households in the Greater Jakarta area will have to pay a fee<br>\nof Rp 40,000 to Rp 60,000 (about US$6.65), starting next month,<br>\nfor a routine check on their domestic electrical supply to help<br>\nmaintain safety, an official said.<\/p>\n<p>&quot;Incorrect installation of electrical facilities can cause<br>\naccidents, including fire. A routine check on the facility can<br>\nprotect customers,&quot; Johnny Simandjuntak, operational director at<br>\nthe Directorate General of Electricity said on Monday.<\/p>\n<p>The government has appointed an independent National Committee<br>\nfor Safety of Electrical Installation (Konsuil) to carry out an<br>\ninspection of electricity facilities, mainly for household<br>\ncustomers, Johnny said.<\/p>\n<p>Formed in March 2003, Konsuil is responsible for checking the<br>\nelectricity installation of low-voltage customers, which are<br>\nmainly households.<\/p>\n<p>Konsuil&apos;s members include state-owned power firm PT PLN, the<br>\nIndonesian Association of Electrical and Mechanical Contractors<br>\n(AKLI), the Communications Forum of the Electrical Equipment<br>\nIndustry (FKIPTL) and the Consultative Committee of Indonesian<br>\nElectricity Consumers.<\/p>\n<p>Tunggono, the head of Konsuil, said an inspection fee would be<br>\ncharged to prospective customers when they applied to PLN for an<br>\nelectricity connection.<\/p>\n<p>&quot;The inspection will determine whether the electrical supply<br>\nhas been properly installed and is safe. The facility must be<br>\ncertified by Konsuil before PLN will connect electricity to<br>\ncustomers&apos; houses,&quot; Tunggono said.<\/p>\n<p>The fee applied will be determined by the voltage used.<\/p>\n<p>The minimum charge is Rp 40,000 for minimum electricity<br>\nvoltage of 450 volt-amperes (VA). The highest inspection fee is<br>\nRp 60,000 for customers who use electricity at 2,200 VA.<\/p>\n<p>Customers will pay a one-off inspection fee, valid for 10<br>\nyears. After 10 years, customers are urged to report to Konsuil<br>\nfor another inspection.<\/p>\n<p>Existing customers, particularly those whose electricity<br>\nfacility has been in operation for 10 years or more, are urged to<br>\nreport to Konsuil.<\/p>\n<p>Tunggono said the inspection of electricity supply<br>\ninstallations will be available only in Java and Bali as it does<br>\nnot yet have enough staff. At present Konsuil has only 300<br>\ninspectors.<\/p>\n<p>Konsuil plans to carry out 420 inspections within Greater<br>\nJakarta this year.  East Java and Bali will follow in the coming<br>\nmonths while West Java started inspections in April.<\/p>\n<p>Electrical malfunctions top the list of fire incidents. In<br>\nJakarta, 397 of 869 of fire incidents in 2002 were caused by<br>\nelectrical malfunctions such as plugging too many electronic<br>\nappliances into one socket, and worn wiring.<\/p>\n<p>Furthermore, Johnny said, the government had appointed several<br>\ncompanies to check the electricity supply installations of<br>\nindustrial and business customers.<\/p>\n<p>The appointed companies are PT Depriwangga, PT Indospec Asia,<br>\nPT Koneba, the service and certification unit of PT PLN, PT<br>\nSucofindo, and PT Findo Daya Inspector.<\/p>\n<p>However, the government has yet to set fees for facility<br>\ninspection for business and industrial customers.<\/p>\n<p>Inspection fees:<\/p>\n<p>Capacity                 Fee<br>\n(VA)<\/p>\n<p>450                      Rp 40,000<br>\n900                      Rp 45,000<br>\n1,300                    Rp 50,000<br>\n2,200                    Rp 60,000<\/p>\n<p>Source: Konsuil<\/p>",
