        "content": "<p>Crackdown on three-in-one violators a fiasco<\/p>\n<p>The Jakarta Post, Jakarta<\/p>\n<p>A joint operation by the Jakarta Transportation Agency, Public<br>\nOrder Agency and police to uphold the three-in-one traffic policy<br>\non major thoroughfares on Friday seemed ineffective as officers<br>\nseem reluctant to enforce the regulation.<\/p>\n<p>People posing as passengers for a fee, known colloquially as<br>\njoki was still visible on the first day of the week-long<br>\noperation.<\/p>\n<p>The Jakarta Post observed on Friday morning that several<br>\nofficers along Jl. Imam Bonjol, Jl. Diponegoro and Jl. Jend.<br>\nGatot Subroto were grouping and chatting.<\/p>\n<p>Nearby, several joki were seen trying to thumb a ride with<br>\npassing cars.<\/p>\n<p>&quot;I haven&apos;t heard about the operation,&quot; said Budi, a joki who<br>\nlives in Setiabudi, South Jakarta. He immediately got &quot;a<br>\ncustomer&quot; and hopped into the car.<\/p>\n<p>These pseudo passenger usually get paid between Rp 2,000 (23.5<br>\nU.S. cents) and Rp 10,000 a trip, depending on the distance.<\/p>\n<p>The three-in-one policy applies on major thoroughfares<br>\nincluding Jl. Jend. Sudirman, Jl. Jend. Gatot Subroto, Jl. Hayam<br>\nWuruk, Jl. Majapahit, Jl. Veteran, Jl. Juanda and Jl. M.H.<br>\nThamrin. The policy requires that each vehicle must have at least<br>\nthree passengers (including the driver) in order to pass major<br>\nthoroughfares between 6:30 a.m. and 10 a.m. from Monday to<br>\nFriday. Vehicles with fewer than three passengers have to seek<br>\nanother route.<\/p>\n<p>An officer from the transportation agency, Baharuddin, said<br>\nthat the operation was only a form of &quot;shock therapy&quot; when he was<br>\nasked about the psuedo passengers still on the streets.<\/p>\n<p>&quot;We just want to educate them about the policy. The operation<br>\naims to persuade... We have not arrested any joki,&quot; he said.<\/p>\n<p>Another officer Sumarsit, who stood near the Supreme Audit<br>\nAgency (BPK) building on Jl. Jend. Gatot Subroto, said that only<br>\na few joki were operating.<\/p>\n<p>&quot;We only told them to leave the area, but none were arrested,&quot;<br>\nhe said.<\/p>\n<p>Several officers in two pick up trucks stationed near the<br>\nPhilippine Embassy on Jl. Imam Bonjol, Central Jakarta, were seen<br>\nresting outside a food kiosk nearby, others were even asleep<br>\ninside the car, while many joki were waiting for cars on the very<br>\nsame street.<\/p>\n<p>The situation in the three-in-one zone contrasted with the<br>\nstatement of the head of the transportation agency, Rustam<br>\nEffendy, who had said on Thursday that the police would take<br>\nstern action by arresting the joki and sending them to the<br>\ngovernment rehabilitation institutes if convicted of violating<br>\ntraffic bylaws.<\/p>\n<p>The three-in-one policy was launched in the early 1990s but<br>\nhas failed to reduce the chronic traffic congestion in major<br>\narterial roads to the city.<\/p>\n<p>Transportation experts have said that the policy was not<br>\neffective, because the main problem of poor public transportation<br>\nservice has not been addressed.<\/p>\n<p>In April, the administration announced a plan to extend the<br>\nthree-in-one zone from 6:30 a.m. until evening. However, the plan<br>\nwas dropped owing to opposition from the public.<\/p>",
