        "content": "<p>Court limits cases on ballot disputes<\/p>\n<p>Muninggar Sri Saraswati, The Jakarta Post, Jakarta<\/p>\n<p>Candidates of the Regional Representatives Council (DPD) are able<br>\nto submit their cases to the Constitutional Court if they are not<br>\nsatisfied with the legislative election results.<\/p>\n<p>This is stipulated in new guidelines on dispute resolution<br>\nissued by the Constitutional Court early this week.<\/p>\n<p>Apart from DPD candidates, the guidelines also makes it<br>\npossible for presidential and vice presidential hopefuls as well<br>\nas representatives of political parties to lodge their<br>\ncomplaints.<\/p>\n<p>Legislative candidates from political parties who run for<br>\neither the House of Representatives (DPR) or the regional<br>\nlegislative council (DPRD) are not eligible to file an objection<br>\nwith the court.<\/p>\n<p>The court will handle only those cases approved by the General<br>\nElections Commission (KPU). The KPU will approve cases if they<br>\n\"affect the winning of candidates of the Regional Representatives<br>\nCouncil (DPD), the ticket for pairs of presidential and vice<br>\npresidential aspirants in the runoff as well as the seats for<br>\npolitical parties in electoral districts.\"<\/p>\n<p>The guidelines also stipulate that plaintiffs must register<br>\ntheir cases within three days after the KPU announces the<br>\nelection results. The KPU is expected to announce the final<br>\nelection results on April 26.<\/p>\n<p>\"The court would deliver the decision within 30 days in cases<br>\ninvolving the DPD and political parties objections and 14 days in<br>\ncomplaints submitted by presidential candidates,\" the guidelines<br>\nsay.<\/p>\n<p>Separately, the court's secretary-general Oka Mahendra said<br>\nearly this week that his office anticipated receiving a huge<br>\nnumber of cases from around the country and was ready to hear<br>\nelection-linked disputes.<\/p>\n<p>\"DPD candidates may send their application by fax because they<br>\nrepresent themselves,\" he said, citing the court's fax number<br>\n(021) 3524261, 3863866, 3520705 or 3863864.<\/p>\n<p>Oka also said that the court had set up a team to help nine<br>\njudges in dealing with incoming cases. The team will assess<br>\npossible problems that could create dispute, prepare data and<br>\nprovide information to help the judges, \"because election<br>\ndisputes must be settled very quickly\".<\/p>\n<p>The team comprises several constitutional law experts, led by<br>\nSatya Arinanto of the University of Indonesia in Jakarta and<br>\nRiswandha Imawan of Gadjah Mada University in Yogyakarta.<\/p>",
