Councilors urge building owners to train small-scale traders<\/p>\n
JAKARTA (JP): City councilors are urging Jakarta high-rise
\nmanagement firms to provide small-scale traders with space for
\ntheir businesses and training to help them improve their
\ncompetitive edge.<\/p>\n
\"We want you all to do more than just give them space,\" said
\nJoko Suwindi, a member of the City Council's Commission B on
\neconomic affairs.<\/p>\n
Joko made the announcement on Tuesday during an inspection at
\nGajahmada Plaza, a major shopping-cum-office building managed by
\nPT Artabuana Sakti, a private company, on Jl. Hayam Wuruk in
\nCentral Jakarta.<\/p>\n
Small-scale traders, Joko said, need more training on
\nmarketing to become more competitive.<\/p>\n
Members of the council's commission and city officials visited
\nthe shopping and business center to observe the implementation
\nof a 1983 Gubernatorial Decree which requires the managers of
\nskyscrapers to allocate 20 percent of their commercial space for
\nsmall-scale traders.<\/p>\n
Arif P., a spokesman for PT Artabuana, said that the company
\nallocated less than the required 20 percent of its commercial
\nspace for small-scale traders but compensated for this by paying
\nfees of around Rp 142 million (US$65,440) to the city
\nadministration in 1982.<\/p>\n
Owners of tall buildings can pay compensation money to the
\ncity administration or build other projects for small-scale
\ntraders in other areas if they don't allocate the 20 percent
\nstipulated by the decree.<\/p>\n
The developer of Citraland Mall in Grogol, West Jakarta, for
\ninstance, built a marketplace for small-scale traders at the
\nCitra Garden housing complex, said Eddy Sofyan Diat, the
\ndivisional head in charge of small-scale traders at the city
\nadministration.<\/p>\n
He added that the final decisions regarding which traders
\nqualified for space in major shopping centers was made by a team
\ncomprising officials from the mayoralty administration and the
\nCity Market Authority (PD Pasar Jaya).<\/p>\n
In a related development Nasir Sabara, the subdivisional head
\nin charge of economic affairs in the Central Jakarta mayoralty
\nadministration -- who also accompanied the councilors during the
\nvisit -- said that the mayor's office would gradually require all
\ntall buildings in the mayoralty to accommodate the street vendors
\nwho operate in their surroundings.<\/p>\n
Nasir said that, at present, his office is approaching owners
\nof tall buildings on Jl. Gajah Mada and in the Pasar Baru
\nshopping complex to persuade them to provide place for street
\nvendors within their buildings' compounds.<\/p>\n
Nasir said that at least 34 tall buildings along Jl. Jend.
\nSudirman, Jl. Thamrin and Jl. Medan Merdeka Barat have
\naccommodated 300 street vendors since the mayoralty
\nadministration introduced the policy in 1993. (arf)<\/p>",
