        "content": "<p>Councilor upset over fake documents<\/p>\n<p>JAKARTA (JP): A councilor expressed concern yesterday over the<br>\nmany fake documents used by construction contractors handling<br>\ncity development projects.<\/p>\n<p>Helmy A.R. Syihab of Commission D for development affairs said<br>\nthe fake documents were produced by municipality officials, who<br>\nwere very open to bribery by developers.<\/p>\n<p>The circulation of the bogus documents was allegedly made<br>\npossible by officials who acted as brokers in the implementation<br>\nof the projects.<\/p>\n<p>\"This problem has been going on for years. It's time to stop<br>\nit now,\" he said without mentioning the parties involved in the<br>\ncase.<\/p>\n<p>Helmy urged the city administration to take stern action<br>\nagainst the offenders to eliminate the collusion.<\/p>\n<p>He explained that the fake documents could easily be<br>\nidentified by the different logo of the state-owned money<br>\nprinting company Perum Peruri on the paper on which the documents<br>\nwere printed.<\/p>\n<p>\"The city should impose a stern punishment on officials who<br>\nare found guilty of violating the rules,\" he said.<\/p>\n<p>Harun Al Rasyid, the chairman of the city's pre-qualification<br>\ncommittee, urged contractors intending to take part in tenders<br>\nfor city projects to apply directly to the committee on the<br>\nground floor of the City Administration office on Jl. Merdeka<br>\nSelatan 8-9, Central Jakarta.<\/p>\n<p>Harun said that contractors should stop using brokers to help<br>\neliminate unlawful brokering.<\/p>\n<p>\"Don't apply through any broker or other third parties. If<br>\ncontractors get into trouble later, nobody can help them,\" he<br>\nsaid.<\/p>\n<p>Many people said applicants preferred to use brokers because<br>\nof the complicated procedures and arduous bureaucracy involved in<br>\napplying through the committee.<\/p>\n<p>However, both Helmy and Harun said the situation could be<br>\nimproved if contractors stopped using the brokers.<\/p>\n<p>\"It has to work both ways. On the one hand the city must<br>\nimprove its officials' mentality, while on the other the<br>\ncontractors should stop choosing the easy way through the<br>\nbrokers,\" Helmy said. (07)<\/p>",
