Councilor says administration practices nepotism<\/p>\n
JAKARTA (JP): A senior councilor accused the city
\nadministration yesterday of practicing nepotism and cronyism in
\nthe recruitment and promotion of its employees.<\/p>\n
\"I know of officials recruited and promoted because of
\nfamilial connections within the bureaucracy,\" said Lukman F
\nMokoginta, chief of the Indonesian Democratic Party (PDI)
\nfaction.<\/p>\n
\"I can't name them but the administration's officials,
\nespecially those in the personnel department, must know about
\nit,\" he said.<\/p>\n
Lukman also accused the administration of practicing nepotism
\nand cronyism in selecting contractors to carry out its
\ndevelopment projects.<\/p>\n
Lukman's allegation was strongly denied by the deputy governor
\nof financial affairs, Harun Al Rasyid.<\/p>\n
\"I don't see any of our personnel being recruited or promoted
\nbecause of their personal relationship with relevant senior
\nofficials.<\/p>\n
\"I believe that people who have familial ties who happen to
\nwork in the administration office were recruited because of their
\naptitude rather than familial considerations,\" he said.<\/p>\n
Harun declined to comment on any nepotistic practices in the
\nawarding of projects. Instead, he urged the governor to review
\nany projects that appeared to involve nepotism and collusion.<\/p>\n
\"I'm sure that projects like the three-tier transit system and
\nthe reclamation of (northern) Jakarta Bay will be reviewed,\" he
\nsaid.<\/p>\n
The three-tier transit system to connect Bintaro in South
\nJakarta to downtown Kota is managed by a joint venture company,
\nPT Citramoda Margakencana Persada, which consists of
\nPT Citra Lamtoro Gung Persada, owned by former president
\nSoeharto's eldest daughter Siti Hardijanti Rukmana, state railway
\ncompany Perumka and state-owned highway corporation PT Jasa
\nMarga.<\/p>\n
The reclamation project was awarded to PT Manggala Krida
\nYudha, a firm owned by Soeharto's youngest daughter Siti Hutami
\nEndang Adiningsih.<\/p>\n
Harun said the administration should be prepared to hire other
\ncompanies to continue the projects if the current contractors
\nwithdrew.<\/p>\n
He said two other projects had been awarded to Soeharto's
\nchildren. The Manggarai integrated transport system was awarded
\nto Hardijanti; and the subway project to connect Blok M in South
\nJakarta and Kota in West Jakarta went to Soeharto's second son
\nBambang Trihatmodjo.<\/p>\n
\"But I don't think these two projects will become problems
\nbecause they have not been started. The Manggarai project was
\npostponed by the central government due to the economic crisis,\"
