Council to proceed on bill despite protest from PDI-P<\/p>\n
JAKARTA (JP): The City Council vowed on Friday to proceed with
\nthe deliberation of a bill on the council's internal rules,
\ndespite protests from the local chapter of the Indonesian
\nDemocratic Party of Struggle (PDI Perjuangan).<\/p>\n
According to council speaker Edy Waluyo, the completion of the
\nrules was a \"tradition\" and the \"moral obligation\" of current
\ncouncilors to allow the next elected City Council time to
\nconcentrate on other tasks.<\/p>\n
He said discussion of the bill was part of the council's
\nscheduled agenda and had been started three months ago.<\/p>\n
\"The new councilors will face an abundance of tasks. Without
\nthis fundamental regulation, the councilors' other important
\ntasks could be neglected,\" Edi said.<\/p>\n
He said the new councilors would have to elect a speaker and
\nmembers of commissions and permanent committees and then decide
\non the city's regional representatives to the People's
\nConsultative Assembly.<\/p>\n
\"If they first have to create the council's internal rules,
\nthey will have no time to do the other tasks, which have to be
\ncompleted in a relatively short time,\" he said.<\/p>\n
\"They therefore should consider that we need more than three
\nmonths to pass the bill on the internal rules.\"<\/p>\n
But Edy said the future councilors would have the right to
\nreview the regulation if necessary.<\/p>\n
On Thursday, chairman of the Jakarta chapter of PDI
\nPerjuangan, Roy BB Janis, opposed the agenda of the current
\ncouncilors, saying they had no right to make such a regulation.<\/p>\n
Janis, whose party members are expected to dominate the
\ncouncil, worried that the ruling would limit the tasks of the
\nnext council members.<\/p>\n
\"Their job will be made useless, as we will reject the rules,
\nwhich, we think, are full of political concerns,\" he said.<\/p>\n
He said his party believed the regulation was part of efforts
\nto stop the their party leading the council, adding that this is
\nagainst the law.<\/p>\n
Janis was referring to an article in the bill stating that the
\ncouncil speaker would be elected by the councilors.<\/p>\n
He said the idea was not in accordance with the internal rules
\nof the People's Consultative Assembly and the House of
\nRepresentatives, which all stated that the council chair would be
\nallocated to the party gaining the largest number of seats.<\/p>\n
According to councilors Nitra Arsyad of Golkar and Chudlary
\nSyafi'i Hadzami of the United Development Party (PPP), PDI
\nPerjuangan's appeal was improper.<\/p>\n
Nitra said that PDI Perjuangan should learn from the
\nexperiences of the General Elections Commission (KPU), which he
\nsaid has worked too slowly because there are very few practical
\nrules.<\/p>\n
\"It takes a long time for KPU to even determine simple things,
\nsuch as the material of the ballot boxes, due to a lack of
\nregulations. We want to avoid such cases in the council,\" he
\nsaid.<\/p>\n
Chudlary said that the proposed internal rules \"will indeed
\nhelp PDI Perjuangan and other councilors smooth out their tasks.\"
