Council suspects crime by Jakarta poll agency<\/p>\n

The City Council said on Thursday that it had demanded that the
\nCity National Unity Agency (Kesbang), which is in charge of
\noverseeing the funds used during the 2004 election in the city,
\nsubmit the report of the fund used by the Jakarta Election
\nSupervisory Committee (Panwaslu).<\/p>\n
\"We have demanded that the body immediately submit the report
\nto us since we heard that Panwaslu claims to have submitted the
\nreport to the agency,\" said councillor Achmad Suaidy who chaired
\nCity Council Commission A on legal and administrative affairs.<\/p>\n
Suaidy said that the commission would further examine whether
\nthere were irregularities in the use of about Rp 20.6 billion
\n(US$2.18 million) from the city budget by Panwaslu.<\/p>\n
One of the eight former Panwaslu members, Cholil Nafis,
\nacknowledged that the institution had submitted the financial
\nreport to Kesbang, the Jakarta Audit Agency, the city secretary
\nand the City Council before its dissolution in November last
\nyear.<\/p>\n
\"We have given the report to the relevant institutions before
\nPanwaslu was dissolved,\" Cholil said.<\/p>\n
Contrary to Cholil's claim, Kesbang head Syahrul Effendi
\ndenied that the agency had received the report during the meeting
\nwith the commission on Monday.<\/p>\n
\"We have not received the report,\" Syahrul said.<\/p>\n
Commenting on the uncertainties shrouding the report on the
\nuse of the city fund by Panwaslu, another councillor Rois
\nHadayana Syaugie blamed the administration's sluggishness in
\nsubmitting the report to the council.<\/p>\n
\"This would not take place if the administration's agencies
\nhad well-maintained records of important documents they produce
\nor receive,\" Rois said.<\/p>\n
According to Rois, the Jakarta Audit Agency (Bawasda) had to
\npursue the report to shed light on the use of the city fund by
\nPanwaslu.<\/p>\n
\"Bawasda should have asked for the report from Panwaslu before
\nthe latter was dissolved,\" Rois asserted.<\/p>\n
He said that the commission would find it difficult to seek
\nclarification over the use of the fund since Panwaslu was
\ndissolved last November.<\/p>\n
\"We could summon former members of Panwaslu, but of course, it
\nwill take a long time,\" he said.<\/p>\n
The commission has unearthed an alleged markup and fictitious
\ntender process in procurements made by the Jakarta Election
\nCommission (KPUD) during last year's election.<\/p>\n
The commission gave its finding to the council's leaders, who
\npassed the report on to Governor Sutiyoso.<\/p>\n
Sutiyoso promised to pass the reports on the alleged
\nirregularities in the use of Rp 168.6 billion fund by the Jakarta
\nElection Commission (KPUD) during the 2004 election to the
\npolice, prosecutors or the Corruption Eradication Commission
\n(KPK).<\/p>\n
Some have called on relevant law enforcers to pursue the
\nallegations, but so far neither the police, the prosecutors nor
\nthe KPK have followed up the case.<\/p>",
